My iPhone keeps saying No SIM.  How can I get it to recognize the SIM card?

TRy removing the sim card wipe it clean then insert it again. Your sim card tray might be dusty. Another option is turning your airplane mode on and off.
btw, is your network signal strong in the area where you are currently? Ask ATT  if there  is any area outage
