My old iPad has purchased movies on it from iTunes Store, however they do not appear on my new iPad - what can I do to fix this? Thanks. My new iPad air is wifi only

You might, depending upon what country that you are in (redownloading films isn't possible in all countries), the studios that they are from (even where redownloading is possible not all studios have agreed to it), and whether they are still in your country's store (studios ocassionally remove their films), be able to redownload them on your new iPad via the Purchased tab in the iTunes store app.
If not then you will need to connect your old iPad to your computer's iTunes and copy them over to it via File > Devices > Transfer Purchases, and you can then sync them to your new iPad.
