ya solucione el problema pero fue a travez de telefono, hable con un Asesor de seguridad de apple hasta que le atine junto con el a 1 de las 3 preguntas y valido unos datos y me reseteo las preguntas y las volvi a escojer
desde Mexico marque el 001-866-676-5682
espero te sirva de solucion
