Outlook can't start because DCIMAN32.dll is missing

Each time I want to open Microsoft outlook the following textbox appears. *The program can't start because DCIMAN32.dll is missing from your computer. Try reinstalling the program to fix this problem*. Then when I click on ok, Outlook opens. Also when using Internet Explorer the open window flashes rapidly, any suggestions?

If the suggested reinstall of Outlook doesn't cure the problem then use windows explorer to search c:\windows and subdirectories for the dll. If you locate it then _copy_ it to c:\windows\system and Outlook should see it there.
I don't know if dciman32.dll is a protected system file. If so from a command prompt with admin rights run SFC . You will see the command line options and sfc will check your system files and replace/recover files that are missing or corrupt.
If you google for W7 extract files you will find guidance on extracting files from a W7 dvd
If all the above fail then my last solution is to google for the dll with "download" - there are good sites for system files and there are others - be careful
