Photoshop Elements 12 Editor crash on launch

Question

This is a new (3 month old PC) with Photoshop Elements 12 loaded (installed when PC was new).  It has run without any issues until the last week when it has started to fail to launch.  The PC is running Windows 7 - 64 bit.
