Photoshop Elements 13 not Installing on Windows 8.1 x64

I am trying to install Adobe Photoshop 13 with an Installer package developed using Adobe Creative Cloud.  It fails with Windows Installer error 1603.  I'm installing this package on a locked down machine, using an Administrative account and the drive is not encrypted.  I've noticed during troubleshooting that after the installation failure, if I go to 'C:\Program Files (x86)\Common Files\Adobe' directory, rename the 'OOBE' folder (this folder doesn't exist prior to installation start) and re-run the installer, the installation completes successfully.  I've re-created the Creative Cloud package few times without any success.  Any help will be appreciated.

    Can you list your computer hardware specs.? Special attention needs to be paid to the I/O (Input & Output), or the HDD's (Hard Disk Drives), their size, speed, amount of free-space, etc.Are you attempting to do the installation to the default location, or to a custom location?   • Photoshop Elements does not start under Windows Vista

    The Twain-Module of my Canon CanoScan FS4000US Filmscanner works only under Windows Vista (no newer OS!). Fortunately I own an older Notebook with Vista as OS, so I have PSE Version 5.0.2 installed and use it to import my old color negatives via the twain module. Fine! It even works with 42 bit. But suddenly, PSE refuses to start and freezes at the window loading the libraries. At this stage it can only be stopped with the help of the task manager. A little search in the internet informs me that I am not the only user with that specific problem. Any help from Adobe?

    After a view days of searching a found a solution: I installed the MS Visual C++ Reditributable für Visual Studio 2012 Update 4 (both 32 bit and 64 bit) and now Photoshop Elements runs without any problems.

    I already purchased Adobe Photoshop Elements 11.  Had it on a laptop with Windows 7.  The laptop motherboard crashed.  I was told by Adobe rep that I could re-install on a new computer.  My new laptop is Windows 8 and the software will NOT download.  Why?

    First & foremost, I'm incredibly irritated that my Photoshop Elements 6 won't install on my new Windows 8 laptop. (I did the right thing: uninstalled from the old laptop before wiping the drive to get it ready for resale.)  And now, instead of getting true & real support from Adobe, I'm directed to a user Forum.  BS!  Absolutely UNACCEPTABLE consumer support!!!!  I will NEVER AGAIN purchase an Adobe product.  Of course, this is no slam against other Adobe users on the Forum - it's just that Adobe needs to take a stronger ownership  of its problems - they should NOT let all of us swirl around and find answers to their problems. 

    Photoshop Elements 6 is ancient software. It may or may not run under Windows 8. I am sure you could have paid for customer technical support for your issue, but it might be that you still would have been told that it was not compatible or that it was a untested combination. Adobe stops giving installation support on older versions after the new version comes out. If you post in the Photoshop Elements forum you may find other users that have or have not been able to install Photoshop Elements 6 on Windows 8. You were actually given great support to visit the forums, since our collection of users have much more experience than many people that work in Adobe Technical Support.

    When I try to install Photoshop Elements 1.0.1 on a Windows 8 64 bit computer, it says I must have IE 4.0 or higher and I have IE 10 installed. How do I get Photoshop Elements 1.0.1 to install.

    Microsoft advises that all versions of PSE except versions 1, 3, 5 & 6 will work with Windows 8.

  • Photoshop Element 12 not installing on new (June 2014) iMac OS X 10.9.4 from DVD

    DVD is in Pioneer BDXL Blu-ray/DVD/CD drive USB drive.  First screen of installer gives me choice to install as a purchase or a trial. Next screen (purchase or trial) says I have to sign into my Adobe ID.  There are no fields in which to enter data.  When I click "Sign In" wheels spin until I force quit Adobe Application Manager.
    Tried to download trial version from Adobe.  Adobe Download Manager errors out during installation (Sorry, an error has occurred. This application cannot be installed because this installer has been mis-configured. Please contact the application author for assistance.)
    Run Window 7 under VM Fusion.  Was able to install trial version from DVD (from Pioneer drive) from Windows install DVD.  Really don't want this under windows.  Use Windows for Games and don't back it up.

    Copied Photoshop Elements directory from DVD to desktop.  Got same result.
    Created a disk image of the DVD on desktop and got the same result
    As noted in original post tried downloading trial but Adobe Download Manager install errors out with.... "Adobe Download Manager errors out during installation (Sorry, an error has occurred. This application cannot be installed because this installer has been mis-configured. Please contact the application author for assistance.)"
    iMac has a wireless connection to a 50Mbps internet account.  It is always on line.

    1st I notice 7 zip gives me broken file errors when extracting the zip.
    Then I get initialization error when trying to install.
    I've tried it all..cc cleaner, re-downloaded a million times, hours on chat support, desktop sharing. Using the hidden admin account...nothing works.

  • Update 10.6.3 will not install on Windows 7 HP x64

    I've tried five times to install the most recent update to my iTunes, new version 10.6.3, and it will not install.  Does anyone have a solution to this or maybe I better ask if anyone else has had this problem.  I run Win7 HP x64 with a Core i7, 2.5GHz, 12GB RAM, 2TB HDD.

    What error message are you seeing when you run into the installation problem?

  • Photoshop elements 9 not installing

    I did not get a response yesterday so I'll try again.   PSE9 will not complete installation, error message stating cannot complete due to "Shared Technologies".  The installation starts to rollback.
    What is the fix?

    Check if there is any Adobe process like Bridge.exe etc running inside the windows Task Manager? If yes, then end those processes and then try to install again.

  • Photoshop Elements refusing to install

    I bought PhotoShop Elements 9 a couple of years ago, and use it on the same computer all the time.  However, I have been having a lot of trouble with my computer recently and have had to re-format it about six or seven times recently.  Now, I find that Photoshop Elements will not install at all.  It gets to the stage of installing the Shared Technologies and then stops, and uninstalls itself. 

    Welcome to the discussions, nirof. It should install just fine, but you may need to create a new account to use for the install. Try with your regular admin user account first, and if you have a problem create a new admin user, install, then delete the new account.

  • USB Console (Serial) Driver fails to install on Windows 8.1 x64

    The USB console cable driver v3.1 will not install on Windows 8.1 x64.  Had a similar problem with Windows 7 x64 but this was fixed using Greg's (greggar25) excellent step-by-step procedure (see post: https://supportforums.cisco.com/discussion/11492306/usb-console-driver-install-failing).

    I followed the same procedures I did for Windows 7 and the install goes without a hitch.  Reboot and connect the USB cable, opened Device Manager and now I have a COM Port randomly appearing and disappearing with its number incrementing well above 1,000.
    A few times while it appeared for a few seconds, I was able to right click on the properties, update the driver and chose Cisco Serial and it settled down but it did not assign a COM port.  Then a few seconds later, it starts the disappearing/reappearing thing again.
    Anyone have luck getting this to work with Windows 8.1 x64?

    open Device Manager by simply typing the words on the Windows 8.1 Start Screen. The Search Charm opens and click Device Manager in the displayed list. 
    In Device Manager a new hardware category, CiscoUsbConsoleWindowsDriver, is displayed. It has two components: the Cisco Bus enumerator and the Cisco USB to Serial adapter. Expanding the Ports hardware category shows a new Cisco Serial port.

    1) Install the usb console driver\windows 64\setup(x64)
    2) Follow the wizard and accept the defaults
    3) Restart the computer (the installer usually says it needs a restart)
    4) After restarting the computer, plug in the usb cable
    5) The computer should say installing Device driver software and fail at the Cisco Virtual Comm Port00
    6) Click the Windows button, right click computer, manage
    7) Under Computer Management, Click Device Management
    8) Go to Ports (COM & LPT)
    9) You should see the Cisco Virtual Comm Port00 with a Yellow Exclamation point on it
    10) Right Click on the Cisco Virtual Comm Port00 and select Properties
    11) Click the Driver Tab
    12) Click Update Driver
    13) Select Browse my computer for driver software
    14) Select Let me pick from a list of device drivers on my computer
    15) Choose the Cisco Serial Driver
    16) Device Driver is installed successfully, take note of the com port it is using and enjoy.
