Photoshop Elements 7 - It crashes before it will open. What to do?

I have Windows 7 Professional, Service Pack 1.  My Photoshop Elements 7 has worked perfectly for years.  Yesterday, it crashed before it opened.  I can no longer open the program.  The error message shows

I uninstalled the program and reinstalled it.  I downloaded a security patch and successfully installed it.  I get the same error message and the program still crashes before the Editor opens.  Please help direct me where to go to solve this problem.
