That will depend on how you buy the iPad.
If you buy it from an Apple Store directly at full price it will be unlocked, and can take a sim card from any compatible GSM carrier.
If you buy it directly from T-Mobile under a subsidy(at a discount price tied to a service contract) Then it may be locked to T-Mobile for at least 40 days of service with them.

AirDrop uses special technology that is only available in the newest generation of wifi/bluetooth radio chip in the latest iOS devices. Airdrop can actually connect between devices without technically being logged into a network. Only the latest chips support that tech.

As long as you buy direct from an Apple Store is should not be carrier locked and will work on 3G and if say an iPhone 6 then 4G as well
HOWEVER
You will not have warranty or post warranty service in UK for a Australian sourced iPhone ,the warranty is NOT international

Check your Settings > Network Connections > Mobile Network > Network Technology to tell me what are your network choices listed as? 2G, 3G, etc?
You may need to get a new SIM card from Vodafone.

You can, but it doesn't produce suffiucient power to realistically charge an iPad. If you want to use just one charger for everything, use the ipad charger.

You have to contact the person who still has their Apple ID enabled on the device and have them disable their Apple ID on that device as well as disable Activation Lock.

If you cannot locate that person, then you are out of luck and now own an expensive paperweight. I don't know if the receipt would help...it might if it has the unit's serial number on it.
