If you are using Skype on your cell phone, you would dial +1 404 xxx-xxx to reach a number in that area code in the US.  If you are not able to run the Skype app, but are trying to reach a Skype To Go number that is not in Turkey, that would require an international call from Turkey to wherever that number is located.  Skype does not have any Skype To Go numbers in Turkey.
To avoid the international call charges, you'll need to find a way to get on the Internet and use the Skype program on a computer or the Skype app on your mobile phone (if there is a version of the app for your phone).

Now you're starting to explain things to where I am able to follow better.  You're using Skype To Go numbers to call your contacts, and all these contacts have 0121 area codes in the UK.  You would continue to dial all them as UK numbers.  So even for those who are in the States, you would have to dial 0044 121 and the rest (or +44 121 and the rest), since the Skype To Go numbers take care of forwarding the calls to whatever the actual phone number in the US is. 
Otherwise, you'd have to call those US numbers directly, using 00 1 xxx yyy-yyyy or +1 xxx yyy-yyyy, to bypass the Skype To Go numbers.
