RMAN - allocation tape channel error

Question

I recevie the following syntax error for invalid identifier. Do I need to precreate this identifier rman_full_backup_sbt1?
RMAN> allocate channel rman_full_backup_sbt1 type sbt FORMAT='%d_data_set%s_piece%p_%T_%U.bkp' PARMS 'ENV=(TDPO_OPTFILE=/a0221/oracle/tivoli/ufms609_jd1su221_tdpo.out)';

I changed a couple of things and enclosed in a run block:
RMAN> run

3> allocate channel ch00 type sbt
4> format='%U'
5> PARMS 'ENV=(TDPO_OPTFILE=/a0221/oracle/tivoli/ufms609_jd1su221_tdpo.out)';
