FIrst try a soft reset by holding down the home & sleep/wake buttons until the Apple logo appears then let go & let the iPad boot up normally.
If that doesn't help then to make sure you have a strong internet connection.
Try resetting Network Settings
Settings->General->Reset->Reset Network Settings,
You won't lose any data but will have to log back into your wifi networks.
Once logged back in and when the pop-up appears, try entering your password again.

repeating error message reads: "valid apple id but not icloud account." when trying to start my icloud account. I tried downloading on a different computer and logging in and it did not work. I have restarted my computer several times. I have changed my password several times. I have tried to access the icloud page. Nothing has worked. Now I have this stupid app and some of my music is still not being shared on both of my computers.

If you don't have an apple device you may be out of luck. I don't know. I'm still waiting for help just as you are...good luck to both of us though. -

You've connected the iPad via cable to your computer, and your computer's iTunes is up-to-date ? If it's icon isn't showing then try one of these troubleshooting pages :

If the iPad is disabled then you'll need to reset the iPad back to factory defaults, after which you can restore to your backup -

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

If recovery mode does not work try DFU mode.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

I am trying to use Find My Friends and I have been through troubleshooting 3 times. Why won't my location work? Everything is on but the 2nd screen in Find My Friends is grayed out, whereas my other family members 2nd screens are active? I have an iPhone 6 Plus, latest ios8, and yes my location says it is being shared, but it is not.

If it's reached the point where you can't try re-entering the code then you will need to connect the iPad to the computer that you normally sync to and you should then be able to reset the iPad and re-sync your content to it - from http://support.apple.com/kb/HT1212
If you repeatedly enter the wrong passcode, your iPhone, iPad, or iPod touch will be disabled for longer intervals before you can try again. After too many unsuccessful attempts, you won't be able to try again until you connect it to the computer with which you last synced it.

entered wrong password on my i phone several times...and now it says: i phone is disabled...connect to in tunes.
Do as it says. You will have to restore the phone as new (no backup) to get rid of the passcode and use the phone again. You'll aslo have to use the computer you synced the phone before, or you'll still need the passcode.
BTW, how do you "forget" a passcode when you have to use it several times a day, every day? -

content bought/downloaded via the old one will remain tied to that old account, and it can't be copied or transferred to a new account, so you will need to get your old account re-enabled in order to download updates to its apps.

Or you might need to contact Apple : http://www.apple.com/support/itunes/contact/
If you've changed the password on the old account but the iPad isn't recognising it, then try logging out of your account on it by tapping on your id in Settings > Store and then log back in and see if that 'refreshes' it on the iPad. -

After a certain number of unsuccessful tries (maybe 10?) you'll be locked out. You'll have to restore the iPad. Since it sounds like you havent really used it, this shouldn't be a problem. Do you know how to do this?
