Simple commandLink question

Hy!
I have 2 commandLinks:
1.:

                                   </h:commandLink>Fact:
commandLink#1 is not working, commandLink#2 does work (commandLink#2 navigates to the next site, commandLink#1 stays on actual site again)! I've tested with the 2 Links, it's up to the content of the rendered-Attribute!
For explanation:
In my webapp first commandLink should only be rendered, if the user has the permission to call "the action", These permissions are stored in the permissionsHash of the userBean - therfore my code:
rendered="#{userBean.permissionsHash[permissionProperties.add_Activity] != null}"
Variables
userBean...managedBean
permissionsHash...Hashtable
permissionProperties...resourcebundle (loaded with: <f:loadBundle basename="net.testing.webapp.bean.appluser.PermissionNames" var="permissionProperties" />
I'm using JSF 1.2 Impl
Richfaces 3.1.2.GA
myfaces-tomahawk 1.1.7-snapshot
JBoss 4.2.1.GA
So, please explain me, why the navigation with first commandLink does not work!

I've done furhter testings:

               onmouseover="javascript: Tip('#{messages.tooltip_clink_addactivity}');" rendered="#{userBean.permissionsHash[*'CRM_addActivity'*] != null}" >
               <f:param value="false" name="isSubActivity" />
          </h:commandLink>This code is working!
You can see, that i have replaced content of old rendered-Attribute
rendered="#{userBean.permissionsHash[permissionProperties.add_Activity] != null}"
with this one
rendered="#{userBean.permissionsHash['CRM_addActivity'] != null}"
So, resourceBundle is making the trouble:
used in rendered-Atribute of commandLink-Tag: permissionProperties.add_Activity
But why this is making the trouble, and what can I do, to get my commandLink working with the use of my resourcebundle?
Because I'm thinking content of rendered-Attribute is only used in the render-Phase and will not be inside the corresponding html-code of commandLink?
