Someone hacked my itunes account and bought apps. Can I get my money back or can I load their apps on my Ipad, iPhone, iPod?

Someone has hacked my itunes account and bought apps with my credits. Is there a way to get my credits back or can I get the apps they bought on my ipad/ipod/iphone? and yes I have changed my password.

    Your best bet is to work with your bank to get them to reverse the charges by filing a fraud complaint.

    But since you are not getting any help from the developer, you can use the email form to contact Apple and ask for a refund >  Apple - Support - Mac App Store - Contact Support.

    The tech support people can help with Playbook purchased apps. If you've called and they said they cannot, you were lied to.
    Even in the link you posted, in #10, it states clearly "App Refund related matters are handled by BlackBerry Customer Care." That, my friend is accessed by the support number. Again, if you were told otherwise, you should inform them of such or ask for a manage/supervisor.
    And, you don't have a "Partner ID" because you are not a "Partner". The section you're referring to applies to mobile providers, which are the Partners.

    That article only applies to previously purchased music, apps and books.
    Currently iTunes does not allow for re-downloading movies.  This may happen in the future with iCloud, but that remains to be seen.
    Your best bet is going to be to contact iTunes via email here:
