TCS - J1INCHLC Error

Question

Hello Experts,
I am updatiing challan for Tax Collected at Source through TC # J1INCHLC.
when I execute the transaction, I get Error Message no. 8I702 - No unpaid tax lines exist for the given selection criteria.
Diagnosis
The corresponding withholding tax line  &1& is not present in WITH_ITEM table.
System Response
For withholding tax recovered from the vendor, tax line is present in table BSIS, but the corresponding entry is missing in table WITH_ITEM , which is necessary for challan updation. Check the entries.
Procedure
check entries in table WITH_ITEM for the open tax items chosen for clearing.
I checked WITH_ITEM Table where the line item having Transaction WIT is updated but on debugging the program we came to know that the line item of "OFF" transaction needs to be updated in WITH_ITEM table & only after that TCS challan can be posted.

Table WITH_ITEM is updated with line item 6.
Please guide me to overcome this problem.

Dear Jyotsna,
Please check the following:
1.Check if  off setting line in BSEG where BSEG-KTOSL ='OFF'  contain
values for BUPLA and SECCO,  as a result of which this line is not
getting picked up for J1INCHLC.
2.Until the Business Place is assigned to a Plant,the section code will
not get updated and hence the document is not picked up for J1INCHLC.
3.Kindly follow the steps mentioned below to assign the business place
to the plants:
SPRO -> SAP Customizing Implementation Guide ->
Cross-Application Components -> General Application Functions ->
Business Place -> Assign Business Places to Plants
Here, assign the Business Place "XXXX" To Plant "XXXX"'.
This will solve your problem, if not then please revert.
