Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. How do I get a refund for an app that does not work?

Recently downloaded an app for my iPod Touch. It said it was compatible, but when I try to open the app, my screen goes blank for 3-5 seconds and then goes back to the menu page. After reading further reviews of this app, several people are having the exact same problem. I reported the issue to both Apple and the app manufacturer, but did not receive a response from either. Apple then proceeded to charge my credit card as usual.
The amount of the money ($3) is not significant, however, I feel that Apple should have a reliable way for customers to report problems with the apps they download and are being charged for. I realize I could simply contact my credit card company and have the charge disputed, but there should be a way to deal with Apple directly on this.
Does anyone have any input or experience with this?

Yes, I reported the problem using that exact sequence immediately after discovering the problem with the app. When I submitted my complaint and request, Apple redirected me the website of the app manufacturer where I submitted the same complaint/request for refund. I have not heard back from either, and was still charged, so I can only assume that is not the correct way to "Report a Problem" even though Apple would have you believe otherwise.

How do I create an executable for a computer that does not have IVI drivers

I'm creating an executable driver (based on the NI drivers) for a TDS 3054 intended for a computer that does not have the IVI engine. I would prefer to install as little software on this computer as possible. Is it possible for me to build the driver with the appropriate support DLL's without installing IVI on the user's computer? How do I do this?

Since the tkds30xx driver you are using is IVI based, you will not be able to use it without the IVI Engine.
If you must build an executable that does not require the IVI Engine, then you will need to use a traditional LabVIEW driver or convert a VXIpnp driver into LabVIEW. Neither of those drivers would require the IVI Engine.
At this time the only TDS 3054 driver on NI's IDNet website is the IVI-based tkds30xx driver.

that's it, usually you get and Adobe Flash Player Installer only. For a distribution in a company, or an installation on a PC without internet access, Adobe has available an offline installer. This installer you don't need to uncompress it first. I have an App Update for an application that is not (and has never been - to my knowledge) loaded on my phone!
How do I get rid of this update?
OR should I install it, or try to install and then delete the App. (if it loads).
This update does NOT show on iTunes site when the phone is connected. (not sure if it would show updates anyway).
It's a casino games application - so if I install and delete will I get inundated with unwanted gaming Apps?
And why should I get an update for an App that is not loaded - is this a software glitch, or just speculation by the writers to get some money????
This phone was pre-owned by family member, and all the updates to date have been for Apps that I have downloaded, during the year or so of my use.
