Another user had success doing the following:
I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
"done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
should be asked to verify your security code for the credit /debit card and NOT the
security questions.
d. At this time you can remove the card by going back in to edit the payment info and
selecting "none" as the card type then saving the changes by selecting "done". You
should now be able to use your iTunes store credit without answering the security
questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

HT1725 I forgot the answers for my security questions. How can I have it back?
I forgot the answers for my security questions. How can I have it back?
You need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

I forgot the answers to my security questions. How can I reset these?
After owning an iPad 2 for about 7 months, I purchased an iPad 3rd gen. I tried to purchase an app (PDF Highlighter) and upon doing so I was promoter to answer two security questions "since this is my first purchase on this device." I do not remember the answers to my security questions. How can I reset the answers?
In addition to this issue, I went into my setting and entered my debit card information in another attempt to purchase the app. Upon doing so I was prompted to verify my payment info. The prompt asked me to enter my security code. I entered the correct code and it comes up invalid. I have tried going into setting and verifying my payment info through there as well, it also says my security code is invalid. How can I fix this issue? The app I am attempting to download is called PDF Highlighter for $6.99. Thank you for your help.If you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address set up then go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox) -

would like to change ,my password. I signed in but I don't know what was my answer for the 2 security question. How can I change my password?
Hello, dot mac & MobtleMe no longer exist, though it may be possible to still use a dot mac addy... or maybe not if expired.
You cannot use .mac or MobileMe as type of Account, you have to choose IMAP when setting up, otherwise Mail is hard coded to change imap.mail.me.com to mail.me.com & smtp.mail.me.com to smtp.me.com, no matter what you try to enter.
iCloud Mail setup, do not choose .mac or MobileMe as type, but choose IMAP...
On second step where it asks "Description", it has to be a unique name, but you can still use your email address.
IMAP (Incoming Mail Server) information:
• Server name: imap.mail.me.com
• SSL Required: Yes
• Port: 993
• Username: [email protected] (use your @me.com address from your iCloud account)
• Password: Your iCloud password
SMTP (outgoing mail server) information:
• Server name: smtp.mail.me.com
• SSL Required: Yes
• Port: 587
• SMTP Authentication Required: Yes
• Username: [email protected] (use your @me.com address from your iCloud account)
• Password: Your iCloud password
Also, you must upgrade your password to meet the new criteria: 8 characters, including upper and lower case and numbers. If you have an older password that does not meet these criteria, when you try to setup mail on your mac, using all of the IMAP criteria listed above, it will still give a server error message. Go to http://appleid.apple.com then follow directions to change your password, then go back to setting up your mail using the IMAP instructions above.
Thanks to dpepper...
