Downgrading to a previous version of iOS is not supported.
Sounds like your iPhone was hacked/modified/jailbroken to work
with wireless carrier other than the one it was purchased from. The
update has relocked it to the original carrier. Contact the original
carrier to see if they offer unlocking and if you qualify - only the
carrier to which the iPhone is locked can unlock it.
What does it say when you look at Settings=>General=>Carrier?
Be advised that the previous modifications to change from original carrier
to your local Carrier may have rendered the iPhone unable to be
officially unlocked.

You cannot go back because Apple has never provided a mechanism for downgrading any version of iOS to an earlier version. As roaminggnome suggested, try the usual steps: restart, reset, restore.

If you try restoring from a backup and that doesn't fix the problem, try restoring to factory settings and, if the problem goes away, then synching your apps. You'll lose the app data and settings, but if the problem is due to a corrupt cache or settings file, that should cure it.
If none of that helps, your iPhone may have developed a hardware fault and will need to be take or sent to Apple.

It depends what kind of error you are getting
If this is a 2nd hand phone, there is no telling what has happened to it in the past, whether it has been jailbroken, 'unofficially' unlocked or and what its 'Activation Profile' on Apple's systems is.
The last is usually what causes issues. You phone could be locked to another carrier, or even an entirely different geographical region.
Best step from here is to take it to an Apple Retail Store & have them look up its Activation Profile & see if they can DFU restore it to bring it back to life.

If the phone was previously unlocked by an unauthorized method, it was re-locked to its original carrier when you updated. It will now acivate and operate only with that carrier, using their SIM card.
