TS3988 When i sign on to my icloud via pc it says my apple id is valid but not an icloud account.  How do I fix this

When i sign on to my icloud via pc the error message says that I have a valid apple id but not valid icloud id. How do I fix this?  It keeps putting me back to dowload screen, but it doesn't work or do anything

Do you have an iCloud account yet (go to www.icloud.com and login to verify that you do).
