Many options actually.
1) Install the Application again after you have cleaned up or reformatted the your HD and try to activate it again online.  99% of the time it will activate automatically because you are allowed to install the product on two machines so this will be your second installation unless you have already installed it on another machine.
2) Assuming you have already used up your two installation, then the automatic activation won't work so your option left is to contact the Adobe Customer Service from this link:

Explain to them your problem and they will bend backwards to help you out.

    Error code 194:1 refers that  you're trying to deactivate from a computer that is not activated yet.
    try to install it on the second computer and try to activate on it and check is there any error when you are activating.

    You don't say which operating system you are using so I'll assume Windows 7 for now - try this.
    1) select the file that you want to open
    2) right click on it and go to the Open With option but select Choose default program at the bottom of the list - the following should open
    3) At the bottom of the list, there is Other Programs, you may need to scroll down. If PSE not in the list, continue with the following.
    4) Use the Browse button to browse to the following (omit x86 if on 32bit system)
    "C:\Program Files (x86)\Adobe\Photoshop Elements 11\PhotoshopElementsEditor.exe"
    I'm assuming that you want to open the image in the editor.
    5) Uncheck the Always use... option, otherwise double clicking on the file would cause the editor to open by default.
    6) Click on OK
    PSE should now appear on your open with list.

    I recently got a new computer to replace my old one which stopped working. I had Photoshop Elements 9 installed on the old computer and used it often, so I installed it on my new computer. However, it told me that the serial number had been used for 2 computers already (my old computer and my dad's computer) and that I needed to deactivate the old one before I can activate this one. This is impossible because the old computer can't be used anymore.
    Is there some way the serial number on my old computer could be deactivated online?

    Hello, I have a problem with Activation. My computer was broken and I had my Photoshop Elements 9 installed in it. Now I want to activate my PSP ELements 9 on new computer.  It says "Activation limit reached for Adobe Photoshop Elements 9. " And it wants me to deactivate my PSP ELements on the broken computer or a new serial number. As far as I cannot deactivate it on the broken computer, I am writing you to ask for help. I am not the US, I am Slovak. What can I do to use my PSP ELements 9 now ???

    Quick reply, simple process (two clicks). Why is it so difficult to find the answer ? Too simple ?
    As a matter of fact it is a question of vocabulary : “sign out” and “deactivate” is NOT AT ALL  the same thing (I’ve been  for many years an editor of English versions of international standards and regulations, and happen to know what words mean ). All the more as I have just discovered in the “Uninstall” process that the word “deactivate” is used https://helpx.adobe.com/photoshop-elements/kb/uninstall-premiere-elements-photoshop-elemen ts.html
    In French (my language), the Help menu reads “Deconnecter” which means something like “exit” or “sign out”. For me it meant either “leave the programm” or “disconnect from the help service”. Anyhow, it’s not an option you would use not knowing what the result would be : there is no suspension point on that line.
    And the Help answer on Adobe’s site (in French) reads :
    “Si vous souhaitez installer le logiciel sur un troisième ordinateur, désactivez-le sur l’ordinateur sur lequel vous n’allez plus l’utiliser. Ensuite, activez le logiciel sur le nouvel ordinateur.”
    It does not use the word in the menu (déconnecter = disconnect).
    Approximations like this could be a matter of life and death . In a french movie dramatizing the war in Algeria “L’honneur d’un Capitaine”, soldiers uphill in the mountains radio their captain – in the valley - to let him know they have captured the man they were looking for. He just says “Descendez-le”, which means “bring him down” or “Shoot him”. He meant of course “Bring him down”. The man was shot to death.
    It looks like no one on the forum know the real answer. Do you think you could help correct this ? A simple phrase like : “check (or look up) uninstall process” would do.

  • Uninstall / Deactivate Photoshop Elements 4.0 for Mac?

    A while ago, I purchased a copy of Photoshop Elements 4.0 for Mac. I installed the two copies permitted me by the license.
    Since then, I purchased Photoshop, and have no need for Photoshop Elements. I wanted to uninstall it and give it to someone I know-- but I can't find any information on how to remove (and deactivate) it! Does anyone have any ideas on how to go about this?

    I dont think there is an Uninstall alias inside the App folder in PSE 4.0 timeframe...we started adding that uninstall alias only in E8 version.
    Can you please check inside the <Macintosh HD>\Utilities\Adobe Installers\ folder if there is any entry present to remove the application? If yes, then you need to double click it and remove the app.
    Else, I am not too sure...I think in PSE 4 timeframe a user was needed to drag and drop the app folder to trash.
    May be Barbara/John or senior members of forum can help and provide confirmation here.
