User permissions stopping apps from running

I have an old Indigo iMac which I'm giving away to a family with Primary (elementary) aged children. It is running 10.3.9, has a 500MHz processor and 256MB of RAM. I set up an admin user and then two limited users for the kids.
Everything runs correctly when logged in as the admin but about half the games simply show as the generic Application icon and won't run.
I had all these games stored in a folder on my server and simply copied them across on the network (This all happened at the school where I teach).
I have logged in as both users and studied the permissions via Get Info and tried to alter the kids permissions to match the admin but nothing has worked. I've repaired permissions from disk utility and generally banged my head on the desk, all with no success.
Any ideas?

Provide a link to games so we can try. 
Are these classic games?  did you download the original file from your server?  Maybe the resource fork go messed up.
You say the games work on the iMac g3 400 in admin id?

    Hold till it wiggles is for the apps that will show up in the multi-tasking bar. This is the group to the bottom of the phone, just above the home button. I don't mean trying to delete apps off the home screen.

    Too bad.  When I had a Droid there was an app that you could set which apps to quit and which to leave running.  Just convenient rather than having to go through the apps bar repeatedly and quit apps individually.  It is not an intrusion to control the phone or quit other running apps... it's my choice... Ooops!  My mistake.  Forgot that I no longer have free will in what I do.  The Company knows better.

    is there any way to stop more than one version of an application from running? i've seen topics on singelton but i'm not sure if that's what i need, i'm a little confused on that. what i need to do is stop the main app from running if it's already running, not some object within the app. something like being able to run only one instance of ms word. i was thinking about using a file, writing to it and deleting it when the app closes, so if the file exists the new instance will know something is running and not run, but the problem is if the app crashes because of windows, i won't be able to delete that file. any ideas?

    1. The app should implement a special tiny server it tries to start on a specific range of private ports.
    The Well Known Ports are those from 0 through 1023.
    The Registered Ports are those from 1024 through 49151
    The Dynamic and/or Private Ports are those from 49152 through 65535

    Push twice on the Home button to display running apps. Press on one and hold until they wiggle. Tap on the circled red "x" to remove each from the background. Note that backgrounded apps are not actually running until you access them except for those that have been written to run concurrently such as Music, which can continue playing while you are using other apps.

    Went to startup -then to all programs.
    Clicked on windows defender, next click on tools.
    click (ck) on software Explorer. next go to the category box and select startup.
    All the programs at startup will be listed with either permitted or disabled!

    Double click the Home button. The bottom row shows the recently used apps. Touch and hold the app until they all start to wiggle then tap the circled minus sign by apps you want to remove. Press the Home button to return to normal.
    However, that is recently used apps not apps doing something. Some apps will do things all the time/periodically like checking for Notification, new mail. Yu can turn those off in the apps themselves.
