Using creative cloud, when I click on apps, I receive "download error" mesage?

I haven't had to happen before.  Do I call customer service or is there another fix for this?

Please refer to the thread below where this issue is resolved:
MAC: Creative Cloud - Download error - stubborn error
WIN: Follow the steps below:
1. Close Creative Cloud Application (up right corner, click on the cog menu and then "Quit Creative Cloud").
2. Please navigate to C:Program files(X86)/Common files/Adobe folder.
3. Rename the OOBE folder to OOBE.old
4. Rename AAMupdaterInventory to AAMupdaterInventory.old
5. Type appdata in the start menu search
     - What I had to do was go to C: > "MyUserName" > Appdata > local > adobe
6. Rename the OOBE folder to OOBE.old
7. Rename AAMupdater to AAMupdater.old
8. Launch Creative Cloud Desktop
9. Introduce CC credentials
10. Select install/update applications

    This is how we resolved it. Used a 32GB Flash Drive formatted the drive HFS+ and then copied the PKG folder and files and then brought them to the target Mac and copied the files over and ran the PKG and Exceptions install. Everything seems to be installing fine now.

    I first took a trial version from creative cloud but soon after i bought a subsription of 1 year, i downloaded other programs with no problem.
    I just have for In design / photoshop and illustratir trial versions ..
    In design is now out of trial version, and when i rinstall it from my creative cloud , i still can t use it !

    I think you have the same issue. I started with a trial, then signed up with a different email address. I then signed into app manager with my new id and it would allow me to install apps that had not already been downloaded BUT it had removed the launch app choice for the currently installed apps and just showed it as installed but greyed out.
    I was able to launch the apps manually, sign in with my new id and use them (ps, il, ae) but even after the new authorization the app manager doesnt recognize the change.
    There is no uninstall option for app manager and if you run setup again it just launches app manager rather than re-installing it.
    It took 9 hours to download them all..... I dont want to do that again.
    Does this sound like the same issue as yours?
    Hopefull somone can tell us how to get app manager working correctly.

    Adobe Media Encoder was the problem for me. There's no separate uninstaller for AME. My ID CC and Premiere couldn't be updated (for the AME7.2.2 update as the only change). MCMHMPEGVideoCodec.framework seemed to be the factor.
    I uninstalled Premiere (only), after having manually removed MCMHMPEGVideoCodec.framework from inside AME. After boot I installed it again and voilà, both (ID & Premiere) updates went trough fine. The MCMHMPEGVideoCodec.framework was on place inside AME too.

    Paulou12 what type of a Creative Cloud Membership do you have?  You can find details on how to update Lightroom using the Creative Cloud Desktop application at Install and update apps - https://helpx.adobe.com/creative-cloud/help/install-apps.html.
    Finally if you are in a managed environment then please work with your I.T. department to apply the update.

    We have two users that have been using Creative Cloud for almost a year. Recently, sometime in the last 4ish weeks, the users can no longer run Creative Cloud apps. (Yes, our subscription is paid.) Error simply says administrator access is required to install. The apps have already been installed. The users cannot run them unless they are in the local admin group.Using "Run as admin" does not work. It gives the same error.
    I have opened a case with adobe support and was basically told to suck it up and put the users in the admin group. Actually, what was said was that it is "mandated that the users have administrative rights". 
    There are a couple of things wrong with this. It was working for both users until recently - a recent required creative cloud update. The users have never been local admins yet the apps were working (poorly, but working).
    We are in an enterprise environment and users simply do not have administrative rights on the computers.
    I have changed permissions on all adobe folders, granting users or authenticated users modify or full control rights, did the same in whatever Adobe registry HKLM keys I could find. Nothing has allowed the users to run the apps - unless they are put in the local admin group.
    Someone has to have a fix for this. Adobe apps have proved to have far too many vunerabilities to even entertain the idea of elevating user rights. I can't imagine that enterprise environments are allowing this.
    Any help or suggestions are greatly appreciated.

    Thank you for your response. The users in question are "standard" domain users. We do not reduce users permissions below the standard level.
    The apps do not load with their current standard user permissions.
    The thing that makes this odd, is that up until recently they did this issue with cloud apps. The only way I can make it work for them now is to put them in the local administrator group on their pc's - which is not going to happen.
    This is what they now see. As I said before, this was not a problem up until recently they would see all their available apps. If I put them in the local admin group the apps are listed without having to install. Everything is there, just not accessible to the user.
