If the amount of the purchase is close to $21.07, then you need to take into account taxes may be added.
If you go beyond the credit from a gift card the balance will be billed to your credit card account.

Get on a computer with iTunes. Click on your email in the iTunes Store, and hit account. Change billing info to None as card type, make sure billing address is correct, and hit done. It will then save, and allow you to make your purchases.

And I have been able to change it. I have reset all the locations with the Apple ID on the phone but when I try to update my apps it still comes up withe wrong Apple ID

To purchase from iTunes you are required to fill in an address section under the billing info. You don't have to put in a credit card, just a name and address, so that iTunes can send you receipts later.
I had to do this when I first started buying things from iTunes, you just go to Account>Billing Address> Edit

Nonesense, why would a service that offers redeemable cards as cash would require a credit card verification. Who is answering this question? I am sick of Apple! I am here because I want to buy music for the year end festivities and had this card that I got when I bought a very pricey Mac Book Pro for my daughter, I thought at least I was getting something out of an outrageously high priced machine, but no, they cant' just make things easy for you... By 'redeemed points' I assume that you mean that you've redeemed an iTunes gift card onto your account (?). If you do then are you trying to buy songs for yourself or are you trying to gift them - you can only gift items from a credit card, an account's balance can't be used for gifting. If you are buying for yourseflt and you are being asked to enter/verify a credit card number then are you currently in the country where your iTunes account is based ?

Well no, not from my experience. Last night, with a balance of about $42 in the iTunes store (several gift cards this summer) I purchased a 4.99 app - credit card was charged, not the balance in the iTunes store.

You cannot and need to ask Apple to reset your security questions. To do this, click here and pick a method; if the article doesn't list one for your country or you're unable to call, fill out and submit this form.
Changing the rescue email address requires supplying two of the answers. They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

The card we are using to pay for purchases is a english card registered to a spanish address, but when we try to purchase a movie on apple tv it says it is not available on a spanish registered card. Does anyone have any suggestions why it's like this?

Which store are you trying to use. I believe you need to use the store in the country in which your credit card is registered.

Sounds like you have abn expired credit card linked o yoru accopunt.
View your iTunes account payment info and select None for the CC.
You may need to first add a valid card number before you can remove it.

What was the complete wording of the error message?
Try:
- iOS: Not responding or does not turn on
- If not successful and you can't fully turn the iPod fully off, let the battery fully drain. After charging for an least an hour try the above again.
- If still not successful that indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.
