I did a search on my system and found the Photoshop has a fastcore plug-in. Creative Cloud includes a subscription version of CS6 version 13.1.2. I do not know if you installed that or not. The cc un-install may have done something. You may need to use Adobe Cleaner then Install The Perpetual CS6 version of Photoshop CS6 version 13.0.6 Mac or Photoshop CS6 version 13.0.1.3 PC and not the subscription CS6 extended version 13.1.2. Use the CC Cleaner Tool to solve installation problems | CC, CS3-CS6 If you need to download the CS6 installer Download CS6 products.
You may also be able to recover your cs6 using an old system backup

It's a better bet with a 2330, but the first thing I'd try with that is running a disk check (chkdsk) over your C drive.

Select both Automatically fix file system errors and Scan for and attempt recovery of bad sectors, or use chkdsk /r (depending on which way you decide to go about doing this). You'll almost certainly have to schedule the chkdsk to run on startup. The scan should take quite a while ... if it quits after a few minutes or seconds, something's interfering with the scan.
Does the chkdsk find/repair any damage? If so, can you get an install to go through properly afterwards? -

What computer operating system is your Premiere Elements 12 running on? I suspect Mac because of the name your error.

KellyIf you haven't already done so, restart the computer and try again. If an application won't quit and prevents restarting, force quit. As a last resort, force a shutdown by holding down the power button for a few seconds. Then press it again briefly to start up.

Were you definitely connected to the internet at the time? If you don't have iOS 5 on your iPhone then the only way to update it would be via iTunes, once updated to the latest version of iOS you'll be able to update your iPhone without connecting to iTunes "over-the-air".
Before updating however it goes without saying to Backup your iPhone, this should happen by default upon connecting your iPhone to iTunes.

i'm using FMS4.5.1 x64 on redhat5.7 x64, and came into an issue, that large files on storage lead to storage breakdown often, screenshot is as below while in fact my local disk is only 50GB.
