When I get home, I want to import all the photos together with the developed virtual copies fromt the laptop's external HD into LR5 on my PC desktop. But if I use the import button in LR I only get the original photo, not the developed copies. What am I doing wrong?

Since your current editing workflow is based around Virtual Copies there are no actual files containing the edit data. Therefore, you'll need to use the 'Import from another catalog' option ( see File menu).

What do I need to do?

You would need to go to the computer containing the book.
Select the saved book in the Collection panel.
Go to Grid View [ G ] and select all the images [Cmd/Ctrl][A]
File>Export as Catalog and store on media you can use to transfer
Bring this catalog onto your computer
File>Import from another catalog and bring the transitory catalog into your master catalog.
It should bring the images, your collections (including your book) and other settings into your own catalog.

I dragged the Photo library icon from the backup drive on to iPhoto on the laptop
That means you imported one Library to another.
Never import one Library to another. Every version and thumbnail is imported like a distinct photo, you lose all your Albums, Keywords etc., the link between Original and Previews is destroyed, the non-destructive editing feature is ruined and so on. In summary: it's mess.
So the reason you're seeing small photos is because you're seeing the iPhoto thumbnails from the back up library.
So, what to do?
Do you still have the back up? If so, trash this bunged up library and restore from the back up again. HOw to restore will depend entirely on how you made the back up, but no version of restoring includes importing the library.

Simply copy the iPhoto Library from the Pictures Folder on the old Machine to the Pictures Folder on the new Machine.
Then launch iPhoto. That's it.
This moves photos, events, albums, books, keywords, slideshows and everything else.

Make sure the drive is formatted Mac OS Extended (Journaled)
1. Quit iPhoto
2. Copy the iPhoto Library from your Pictures Folder to the External Disk.
3. Hold down the option (or alt) key while launching iPhoto. From the resulting menu select 'Choose Library' and navigate to the new location. From that point on this will be the default location of your library.
4. Test the library and when you're sure all is well, trash the one on your internal HD to free up space.

In iTunes 11 uncheck the preferences setting in in the iTunes Preferences panel "Advanced > Copy Files to iTunes Media folder when adding to Library"

It looked as though it was working as it said 20 hours, however I then got a message box saying FiNader could not complete the task due to incompatible files. How do I do this please.

As you said folders are moved to external disk but have you checked it should be like this
For Event
external disk>Final Cut Events>your event folder.
For project
external disk>Final Cut Projects>your project folder.

I called Apple Support and they walked me through it. They told me to basically copy and paste my music to the external hard drive. (I think.) Or maybe it was they had me transfer a folder to the EHD. I don't exactally remember it was a few years back. But I tried to plug in the EHD before starting and...nothing. I'm quite sure there is no "automatic" way to do this. I've never heard of anyone trying it either. I suppose if you wanted try it, you could simply create a new folder in the same partition TM is on, label it for that year, then gather all the days for that year and drag/drop them into the folder. I suspect (but do not know) you'd be risking the continuity of your backups, meaning TM would simply start over again, meaning that next back up would start a new series of backups, with the first one roughly equalling the entire capacity of your internal HD, instead of adding only the new data to the previous backup. Once again, I would recommend against it, unless you're fine with TM starting a new series of backups if it doesn't work out the way you want it to. Hope you'll post back with results so we can learn from it.
