If you don't have any Apple devices you will not be able to create an account. It wouldn't be any value to you anyway as it syncs data on you computer with your Apple devices. If you don't have any, there is nothing to sync. -

Usually if it says your Apple ID is not an iCloud account, that means you have not yet enabled your Apple ID as an iCloud account. So you did set it up correctly on your iPod touch?

Go to the 'Go' menu in the Finder and hold down the option key to reveal the Library. Then navigate to library > preferences > system configuration and drag the 'Networkinterfaces.plist' file to the trash and restart for mac. Now try again. -
I downloaded the iCloud control panel on my PC but can't sign in - message says "This apple ID is valid but not an iCloud account. I've tried the account set up several times but it keeps just spinning me in circles, asking me to sign in and then I get the same message again. This is getting frustrating and I really don't seem to be able to get help. I can't contact customer support because I have a PC and there is a serial number of an apple device required.Can anyone help please?
You can't setup (create) an iCloud account using a PC. You must use an Apple device, a Mac or an iPhone etc. Once you have created an account you can sign in from your PC.

You will have to sign in to I cloud on any of the iOS device with version 5 or above once with your Apple Id to use your Apple Id as I cloud account. So if you have an iPhone iPad or iPod touch with iOS 5 or later.
On your iOS device go to settings > I cloud and sign in and you should be able to use your Apple Id as an icloud Id. -

I am trying to sign into iCloud and I am informed "THIS APPLE ID IS VALID BUT IS NOT AN iCLOUD ACCOUNT". Which makes no sense to me. But in the mean time I have purchased some songs and I can't get them on my ipod nana because I can't sign in. Can I delete this ID and start over?????
OK, I just click the "cloud" in my itunes account and re-synced my ipod nano and I now have the songs I bought, this was really a stupid venture. But I am now enjoying my purchases on my ipod. SORRY TO HAVE TAKEN UP THE SPACE

You have to first create your account on an Apple device. You are getting this message because you are trying to create an iCloud account on a PC by signing with your Apple ID. You can only sign into an existing iCloud account on a PC. You first have to create your iCloud account on an iOS device (iPhone, iPad or iPod Touch) running iOS 5 or higher, or on a Mac running OS X Lion (10.7.5) or higher. After creating your account on one of these devices you will then be able to sign into the account using this ID on your PC.
