When I turned off Find my iPhone, Apple sent me an email saying: I got an email from Apple saying: your Apple ID and password will no longer be required for someone to erase, reactivate, and use your iPhone. I don't understand!
I just turned off Find my iPhone after hearing about the hacking in Australia. I got an email from Apple saying: your Apple ID and password will no longer be required for someone to erase, reactivate, and use your iPhone. Does this mean that anyone can have access to my iPhone? I still have to put my passcode in.
What that means is the activation lock does not operate if you did what you said you did. Bottom line, turn it back on. That will then require anyone trying to use the device to have yoru Apple ID and password.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

If you are the original owner of the phone and know the Apple ID and password that were used to activate it originally, and if you have an existing backup to restore from, you can force it into recovery mode (which will completely erase it) and restore it as explained here: If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support. When you do you will encounter activation lock, and will have to provide the ID and password used to activate it originally in order to activate it again. If you can't, you won't be able to activate and use it.

It's a bit of a conundrum. In my case I couldn't for some reason turn off my phone with the home/sleep buttons - nothing happens, the phone stays on. While on a chat with Apple support, they got my iphone offline (I was able to turn it off by pressing the sleep button and swiping where the red "turn off iphone" arrow would have appeared) and removed it from "find my phone", but when I reconnected to itunes it turned on and reappeared in the "find my phone" list. Luckily, the screen suddenly appeared (it had done this several times yesterday, just briefly), so I was able to turn off "find my device" from the phone. I was then able to restore. Unfortunately, this does not answer the question of how to remove the device from "find my iphone" and keep it off while connecting with itunes to restore (unless you have my good fortune of having the screen suddently reappear). Apple support seemed puzzled that it had reappeared on the device list under "find my iphone". Time will tell whether the restoration fixes the blank screen issue.

Basically, someone was hacking my apple account for a while and kept changing the password so i kept resetting it, now i've had to change my email as icloud still wouldn't accept my new passwords - even after being updated. Now i can't sign out of icloud due to it being the wrong email and an unknown previous password, as i can't turn off find my phone.ipad. How do i solve this without losing everything as i can't just delete the account and the usb ports on my laptop have gone so i can't back up to my laptop. I'm running completely on icloud but desperately need it to update so i don't lose all my uni work as well off my ipad.
If you mean that Find My Phone is asking for a password to a different Apple ID to your current Apple ID and that ID is a previous version of your current ID, not an entirely different one.
This feature has been introduced to make stolen phones useless to those that have stolen them.
However it can also arise when the user has changed their Apple ID details with Apple and not made the same changes to their iCloud account/Find My Phone on their device before upgrading to iOS 7, or if you restore from a previous back up made before you changed your details and some other circumstances.
The only solution is to change your Apple ID back to its previous state with Apple at My Apple ID using your current password, you don’t need access to this address if it’s previously been used with your Apple ID, once you have saved these details enter the password as requested on your device and then turn off "find my phone" and delete the account from your device. It may take a short while to remove the account.
You should then change your Apple ID back to its current state, save it once again and then log back in using your current Apple ID. Finally, turn "find my phone" back on once again.

How do I restore iphone 5C when I can't get to settings to turn off Find My iPhone?

If you have a lock code, how did someone change the apple ID for "find my phone?" You should go by the apple store and let them help you.
