Don't get scared. Cookies are the small file which stores your settings for a website, such as location details, login details, language details and so..
Some sites don't care about your cookies settings but some other sites instructs you to enable cookies in your browser. Enabling cookies is too easy.

It should not be allowed that people put a fake app and charge money for it. That is bad busienss practice and damages Apple more than any body else. Welcome to the Apple Community.
You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.
If the device is wiped by you or another, you may not be able to locate the device (although some have reported they can)

Just recently I've noticed my apps wasn't working, they would just blink and then exit out. So I searched on here to find out what I should do, and I seen that someone said to restore the iPod. I did just so, but before I did I made sure I backed it up so I still had my files. But when I plugged it in there was no option of restoring from backup. When I purchase ITunes music, and it is a song from a Greatest Hits album, the Year of the song shows the year the CD was released and not the year the song was released (i.e. a song may be from 1986, but the Greatest Hits album was released in 1999, so my songs in ITunes show 1999). So, I go into each of those songs and change it to the year that I want to be displayed. As long as I don't exit out of ITunes, it will show the year that I changed it to (i.e. the 1986 year in this case). But if I exit out of ITunes and then return to ITunes, the year reverts back to 1999. The same happens if I change the genre of a song from, say 'Pop' to 'Alternative', it will revert back the next time I log in.
Oddly enough, as soon as I right-click on that song to change it back, the year/genre that I had entered returns.
How can I make it so my changes are permanently displayed as I want them? This is pretty annoying when I try to find a song on my Ipod under a certain genre, but it doesn't appear in that genre because the incorrect information gets synched to the Ipod.

Make sure that these two options in Edit > Preferences > Store are turned off:
Then exit iTunes and open it up again. Your metadata entries should then be persistent - with these options checked iTunes will be comparing what you have with the information held in the iTunes Store, and will overwrite with the latter for Store purchases (and if you have iTunes Match). If you have any iOS devices you should also turn off Show All Music under Settings > Music.

Would his Mac still be under warranty? It sounds like it is about only a year old and so may be still eligible for phone support, though that may depend on having nearby access to an Apple Tech support.
He could get a replacement disk sent to him as well. The cost, I don't know.
Your disk would probably work, but you don't need to burn one; just use yours. If you are in two locations, then it would be better for Apple to mail him a replacement disk for his particular Mac.

It is not possible to create a new iCloud account using a Windows machine. You must create the account using a Mac (10.7.5 or more) or an IOS device (iPhone etc). Once that is done you can sign into and use the account on your Windows machine.
