Does anyone know where I can get OS X 10.4 discs so that I can reset my ibook G4 to factory settings?

Hi, and welcome to Apple Support Communities.
Sometimes Apple has older software discs available, and will send them to you for a fee if you have misplaced your original software discs. Try giving them a call. You may have to ask for "legacy hardware support" in order to speak to a representative who knows whether the software is available. Be prepared to give them your serial number so they can match the exact software set to your iBook.

Are you:
double-clicking?
clicking the effect and clicking Apply?
dragging the effect thumbnail to the image?
Is this everything in the palette or only a few things? If you can't apply filters from the palette, do they work from the Filter menu?

Only computer's iTunes are authorised, you don't authorise your account on an iPad. If you've reached the 5 computer limit then you will need to de authorise one of your computers (individual computers can only be deauthorised directly on them), or log into your account and 'deathorise all' and then re authorise the computers that you still have : Authorize your Mac or PC using iTunes

Not possible. You need to update to v10.6.8
Click your Apple menu > Software Update
Or update using the this download > Mac OS X 10.6.8 Update Combo

I want you to know, Tom, that you are your only reason that I'm still using FCP X and not banging my head against the wall. I hope Apple is compensating you well.
What do you mean by "export it and import it into FCP?" Neither program has an export feature. I have already imported my iMovie project to FCP X with the map and it didn't come over correctly. Where the map should be there is simply a slide saying, "title & subtitle."

Other people have been having similar problems with songs over the last few days, I assume that there has been a problem with Apple's servers.
Depending upon what country that you are in (music can't be re-downloaded in all countries) then try deleting those tracks from your iTunes library and redownload them via the Purchased link under Quick Links on the right-hand side of the iTunes store home page on your computer's iTunes : re-downloading.
If you aren't in a country where you can re-download music or if they re-download in the same state then try the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via Store > View My Account and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find those songs and use the 'Report a Problem' link.

This very important, because not all phone will work for data everywhere, those model number that I have previously listed determine what are the frequencies that the phone will operate with, and if you carrier where you are is not using the same frequencies that the phone is design to use then no matter what you do it will not work unless you replace the phone with the proper model ofr your location

Welcome to the world of digital media. Your can't really transfer it. I don't know what the rules are about transferring to your spouse but I do know that in some cases when you die, your heirs cannot inherit your digital media. This is why there is still an advantage to buying the CD since the usage rights belong to whomever holds the physical media.
A possible workaround is to burn the songs to a music CD with yout account (tracks only without song titles) and then having your wife upload it as a regular music CD onto her account. It's been a while since i've done this so I'm not sure if it would work now.
Please note that I'm not advocating copyright and/or TOS violations. I'm only suggesting ways to copy music for your own personal use which has traditonally been permitted. I only did this because I wanted to convert iTunes songs to mp3 files so I could burn them onto a data CD for use in my car. It would make sense that since married couples are a joint entity, this would be personal use.
Also, I'm not a lawyer so don't take this as legal advice.

I can't get my itunes playlists to sync now that I had to get new computer. My library is still there and the playlists show and I can even add to my playlists. But as soon as it goes to sync it says it can't find all the songs that used to be there.

You would have to transfer purchases, but the apple ID would need to be the same.
Or find a 3rd party app to transfer content.
