Why can't I back up my iPhone using my iCloud?

My family just recently switched from T-mobile into AT&T, and my T-Mobile iPhone 5s has absolutely no service at all but I am still able to use it with WiFi, I have been trying to back up my things from my T-Mobile iPhone 5s into my icloud because I received a new phone from AT&T, but my T-Mobile iPhone is not letting me back up anything from my phone into my iCloud.
How else can I back up my things into my iCloud?

What is the error message provided when manually selecting to update your iPhone's iCloud backup direct on the iPhone?

    You can't view your back up files at icloud.com.
    You can't view your camera roll and you can't view your Photo Stream files at icloud.com.
    The icloud back up plan allows you to "restore" your iOS device from the files you backed up at icloud.com.

    I have been trying to backup my iPhone 4 for hours now. I was able to backup my iPod Touch, but not my iPhone. I have purchased more storage, but that did not help. All I have selected on my iPhone to backup is Contacts, Documents (Of which I have none) and Photos with Find My iPhone selected to ON. My iPod is not even the most current generation, so not sure that makes a difference. It backed up in less than 1 minute. At the time of completion of this post, the progress bar has not moved. Help please! Thank you even if you have no answers!

    Backing up 3GB of data to a remote server can take many, many hours, especially if your internet up-speed is slow.

    To be honest, that sounds about right.
    For example on my 8Mbps (megbits) down service I get around 0.4Mbps upload.  That is the equivalent of (very approximately) 3Mb (megabytes) per minute or 180Mb per hour.  Over 7 hours that would be just over 1Gb.
    Obviously, it all depends on your connection speed, but that is certainly what I would expect, and that is why I use my computer for backing up, not iCloud.  So much quicker.

    If they sign into your iCloud account with your ID, their iCloud backup would then be in your account.   However, they would also be sharing your iCloud account and any data they sync with the account (contacts, calendars, etc.) will be merged with yours and the merged list will appear on both phones.  They would also be able to access your email account and their photo stream photos would be merged with yours (as you would be sharing the same photo stream).  Furthermore, if they are using iOS 7 and turn on Find My iPhone while signed into your account, their phone will require your iCloud ID and password in order to be turn off Find My iPhone, sign out of iCloud or erase and reactivate their phone.
    Unless you wish to share all this data, and have the other person's data merged with yours you should do this.  (iCloud accounts are really designed to be used by a single person.)

    If you are saying that you both have iCloud accounts and use the same icloud ID, then yes, the contacts will be deleted.  The idea is that all devices using the same icloud ID are kept in sync.  You need to use different IDs.  You can keep the same iTunes ID so you can share the songs and apps.  But use different icloud IDs.

    It seems you are unable to activate iMessage on a device with no carrier service. The following article provides information regarding activation issues:
    If you get an error when trying to activate iMessage or FaceTime - Apple Support
    Check your device settings
    Make sure that you’re connected to a cellular data or Wi-Fi network. If you're using an iPhone, you'll need SMS messaging to activate your phone number with iMessage and FaceTime. Depending on your carrier, you might be charged for this SMS.
    Go to Settings > General > Date & Time and make sure that your time zone is set up correctly.

    You must have had find my iPhone on, or it was locked by your phone carrier.
    Call your our cell carrier first.
    then log on to a computer to iCloud to erase your iPhone.  
    NOW... You will be able to setup with a backup.
