Sorry... But... You cannot use other Countries iTunes Stores.
You must be within the Country with a Valid Billing Address and Credit Card for that Country to use the iTunes Store of that Country..

I had this same problem. Even though I updated and even changed CC's in my iTunes account and there was no balance on my account....THERE WAS A BALANCE on my daughter's account that through the family network was tied to mine as the family manager. Even though all the accounts are paid by my card, I can't see or clear balances on other family members.
My daughter had to go into her account and enter (or have me enter) the 3 digit security code from the current (updated) cc to clear her balance and cease this darned error.
Now we can updated, download, and so on. What a pain.
In short if you are getting this error, especially if you CC information recently changed (expiration, number, sec code)... make sure none of your connected family members made any purchases between the time the CC info changed and you updated the iTunes account. If they did...THEY MUST CLEAR THEIR BALANCE to clear the error message.

Why I cant download movies from itunes using 3g?

I am trying to download some series from itunes using 3g but its not working only when I use wifi. The same happens with games from apple store. Is there any limit of size to use 3g?

If you are trying to download on 3G it is just to slow. And some Apps will not download at all with 3G, they just sit in the "waiting stage".

If you are within 14 days of purchase you can still return the iPhone and get the phone that suits your needs, however, I think you will find that no matter which phone you get the content provider will want to know how you are going to pay for future purchases. For Android phones it is Google, and they will certainly want to know.

That means you have to sign into/view your account and review you account and make sure you have a valid payment method specified in your account.

This is so frustrating! I have an itunes store account, etc. I lost all my info when I had to "restore" my iphone.
I wasn't able to do the "restore" until recently, gosh it was about 6mos or more ago when my iphone died...
So, as I get older I am having memory problems and haven't been able to access my itunes account.
Obviously when I did the "restore" on my iphone I lost all my info with it... So, wanting to use my iphone for
music, games, etc. I had to create a new apple id, fine, but when I wanted to download a "free" app it says
my apple id hasn't been used with itunes so it keeps asking for credit card info.
I do not remember ever having to have a credit card before!
I am so frustrated... First it was not being able to access my account then having to create a new one, fine!

I want to download a free app. But iTunes wants my credit card information everytime and I get declined. Why and how do I fix it.

I want to download a free app. When I sign in then I have to sign in again to iTunes. Then it wants my credit card information as it always does. When I fill it out it says I'm decline and try a different card. Why it do that when the app is free. When first started iTunes I had no problem downloading apps. Why now since I used a card a few times does it ask me for my card information everytime now. Can't download any free apps without being declined.

It sounds like you are trying to download a free app, and when prompted to enter a credit card it is declined. I would use this article to go into iTunes and change your payment method to None:
