Debit cards are no longer accepted in the iTunes Store, it seems. The current valid payment methods are listed here:

You can try contacting the iTunes Store and asking if there is any way to use your card, but they probably will tell you that it's not possible.

Using a debit card in any online service where it stores your card is a bad idea in any case since if someone gains access to your account in the service, they can quickly drain your bank account. Credit cards limit your liability, as do prepaid iTunes cards.

How did you create the account ? Unless you followed, exactly, the instructions on the HT2534 page that you posted from when creating an account then credit card details will need to be entered before the account can be used to download any item from the store.

Are you actually seeing charges, or are you just asked to enter your CC info?

If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Next to your Payment Type, click "Edit." Select the "None" button and click "Done." Confirm that your card has been removed by returning to the Apple account information screen. I purchased iPad 3. While trying install application,it says it is not available in Kuwaiti store. I entered my credit card details to complete the configuration . What is the issue.
Even free apps have limits on where they can be downloaded. Either the app maker does not want to release it in Kuwait or (more likely) he/she does not have the rights or permits to release it in Kuwait.

I have an I Phone 4 OS is 7.1.2. The phone indicates I need to update some apps. I go to the update screen select either all or an individual app. I select the update box. I am then asked to enter my PW. I do so and select OK. The update circle spins for a while the goes back to saying update. If I repeat the process the same thing happens. I know my PW is correct any ideas?
I have the same problem. I have a store ID my family all used to buy things. I have a different icloud id for me and icloud backups. Store account is setup properly, and I can download new apps. It does not ask for a password for these as the phone is signed into the store account. You can delete an app and reinstall it (using same store account) and it will reinstall no problem.
The only problem I found with this is some apps I'd previously download for free are no longer free. Once upon a time my store list would show me an icon that an app had been downloaded before (think its the cloud symbol). Now there is no indication of this.
Also seems like something is wrong with the store account. When I tried logging in to type this reply with message with my store ID it immediately gave me an error message and told me the link was possibly outdated. But logging in with my icloud ID this message will load. Try again on store ID, error message. Even though we can log into our store accounts via https://appleid.apple.com/ and manage the account...something seems broken with how its attached to our App store. (I'm at work so not able to log into itunes with store ID and see what happens) -
Why am I getting a popup when I try to install a free app
I am trying to install the Google Authenticator app and I'm getting a popup saying "This item is free in the store. This item will be added to your Purchases, and will be available even if your Family Sharing status changes." and there is Cancel and Download. There is a bug in the system as apple is preparing for all of their updates but the revolution is to go to iTunes on your computer > then click on the iTunes store > click on your account (email address top left and than account) > iTunes in the cloud > hidden purchases > find the app you are trying to install in that list and unhide it. Once it has been unhidden you can download it with no problem
