Why wont my billing information register on my itunes account?

i am trying to update my payment information but when i do it comes up with the error message "your payment method has been declined" yet its a valid card so why is this happening?

    Apps are always associated with the Apple ID that was used to purchase them. This cannot be changed. To avoid getting the request you are seeing delete all apps that request the former Apple ID and download them again.
    Any apps for which you paid a fee will require that you purchase them again.

    Debit cards already in an account seem to keep working, but many people have reported that when entering or updating a card that debit cards are now rejected, and they're not listed in the accepted payment methods.
    As to your issue, only the iTunes Store can help you with this. I understand the irritation, but please note that the U2 free offer is just a single song, not an entire album, so we're only talking about $.99 if you miss out but still want the track. Not a big deal, in my humble opinion.

    By 'could not sign up' and 'can not add my billing information' you mean ... ? Did you get any error messages ?
    iTunes gift cards are an alternative way of paying for content from the store. They are not available in all countries and they are country-specific (they can only be used in their country of issue) - so they may not be available where you are, so you may not be able to fill that field in.

    This is not possible...
    Anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID.

    Because someone's trying to mislead you into giving them your iTunes Store login information. Forward all such emails to [email protected] and then delete them.
    If there's an actual problem with your iTunes Store account, you'll be told at the time you try to purchase or download something.

    You don't register iPods to an iTunes account.
    You simply have an iTunes account at the iTunes store.
    You can use this on any computer in the world with internet access. You can use this one iTunes account to purchase and play music on up to 5 computers at a time.
    when my son is at college would he be able to log on to the itunes
    He can use iTunes whenever he wants.
    You don't need to log on to run iTunes.

    The ""not recognized for on-line use". error is associated with the Gracenote service that iTunes uses to look up and retrieve metadata for CDs.  Some users have reported that this error occurs when trying to import from CD, subsequent to upgrading to version 12.  A number of slightly different solutions have been reported (though all of a similar nature).
    Try walking through the following steps - before starting you may have to enable hidden files and folders to be viewed - in Windows 7 / Windows Explorer select Organize > Folder and search options, then on the View tab make sure that Show hidden files, folders and drives is selected.  Without this you won't see the AppData folder in C:\Users\username\
    Exit iTunes
    In Windows Explorer, go to the folder C:\Users\username\AppData\Roaming\Apple Computer\iTunes
    Delete the following files:
    CD Info.cidb
    com.apple.iTunes.Gracenote.plist
    Restart iTunes
    Insert a CD and see if details are now correctly retrieved from Gracenote
    If this doesn't work:
    In iTunes, select Edit > Preferences and make a note (or take a screenshot) of your preferences settings in all relevant tabs
    Exit iTunes
    In Windows Explorer, go to the folder C:\Users\username\AppData\Roaming\Apple Computer\iTunes
    Delete the following file:iTunesPrefs.xml
    Restart iTunes
    Insert a CD and see if details are now correctly retrieved from Gracenote
    If this second procedure does work, you'll need to restore other iTunes preferences settings to those that you noted in step 1.
    If this one didn't work:
    Exit iTunes
    Check the following folders:
    C:\Users\username\AppData\Local\Apple Computer\iTunes
    C:\Users\username\AppData\LocalLow\Apple Computer\iTunes
    Delete any copies of the following files:
    CD Info.cidb
    com.apple.iTunes.Gracenote.plist
    iTunesPrefs.xml
    Restart iTunes
    Insert a CD and see if details are now correctly retrieved from Gracenote
    Again, if this procedure does work, you'll need to restore other iTunes preferences settings to those that you noted in step 1 of the second procedure. If you're still not able to retrieve CD info:
    Exit iTunes
    In Windows, select Start > Control Panel > Programs and Features.  Find the entry for iTunes, right-click and select Repair.
    When this process has finished, restart iTunes
    Insert a CD and see if details are now correctly retrieved from Gracenote
    If none of these have worked (and almost everything I've seen suggests you should be OK by this point), you may have an issue with the installation and configuration of iTunes itself.  If you have got this far, see turingtest2's notes on Troubleshooting issues with iTunes for Windows updates for advice on how to remove and replace of all components of iTunes.

    I have an iPhone 4S, and today I tried to update some of my free apps, but was asked to re-enter my billing information. I did, with the correct information, and know that I have money in that account, but the information was rejected and I am being asked to enter different billing information.
    Sadly, I am only 17, and only have one debit card to use, so do not have the option of using a different card. I am stuck for what to do, as I'm certain I only have one Apple ID, and have never purchased any apps or downloaded any using anything but my phone and the account synced to that. The only thing that I've ever purchased is a few songs, which I put a little of my paycheque aside to do, so I know I have the money.
    I would very much like this resolved, as I wanted to download done free organisation apps to help with my A Level studies.
