Won't let me use photo app

My iPhone 4s wont let me access the photo app. When I try, I can initially go to it but when I click on "library" it just goes back to the home screen. It also won't let me take pictures (same thing happens.) why is it doing this and how can I fix it?

Have you tried to force the Photos app to quit?
4. Restart the application
If the issue affects only a single app, try closing just that app:
Press the Home button to return to the Home screen.
Double-tap the Home button to display recent apps.
Tap and hold the affected app until the red minus appears.
Tap the red minus to quit the app.
Press the Home button, then restart the app.
If that doesn't do it, try restarting or restoring your iPhone.
