1309 error in reinstalling Adobe Reader

I had a 1309 error updating Adobe Reader, so following Adobe's suggestion, I uninstalled & attempted to reinstall. Now the 1309 error points to c:\Config\Config.Msi\126577.rbf needing permission. Sounds questionable to me. Is this right? And if it is right, Who do I give permission to & What permissions?
I have Windows Vista
Adobe Reader version 10.1.4

I tried 3 times to download, first from Adobe notification of an update, then once more as an update from adobe.com (using Mozilla with Adblock & Ghoastery), finally I uninstalled version 10.1.3 and tried to download version 10.1.4 (using Internet Explorer, no Adblock or anything similiar) at adobe.com. Two times asked for permission to different files with the 1309 error, last error I did not write down, but was 14xx.
Next I did a system restore to 3 days prior, reinstalled current updates to Windows Vista. Using IE I tried the full download of version 10.1.3 from hippofile.com, which worked.
I don't want to try the update again until it gets fixed. I spent almost 7 hours on this and am concerned about turning off virus software to get the update to work.
I am hoping my question to Adobe will provide a solution. Thank you for your time & assistance.

    Google Chrome is a problem:
    if you use Chrome's own PDF viewer, the results are unpredictable.
    if you use the Adobe Reader plugin with Chrome, it may reject (block) it if it is not the latest version.  Reader 11.0.08 is the latest version for Windows XP, but Chrome may insist on the current version 11.0.10.
    My suggestion; use a different browser!

    Origin of the problem
    Because of a problem I had downloading any pdf file I decided to uninstall Adobe Read 9.1.3 (with its CPSID-49522 patch)
    When I tried to do this in Add/Remove programs I got the message "This patch package could not be opened .."
    I then used Windows Installer Cleanup Tool to remove the program. (I noted that it said I would need to reinstall the program.)
    This seemed to work. Adobe Reader 9.1.3 was no longer in its list (nor in Add/Remove programs)
    However, this only seems to remove the program from these lists - the program AcroRD32.exe is still in 'Program Files' and running it opens Adobe Reader 9.1.3.

    Should I run that?

    I was frustrated by this problem as well. I even uninstalled and then resinstalled a fresh download: SAME Problem.
    Now the problem seems to have been RESOLVED on my Windows Vista Laptop.
    Instead of trying to open by double-clicking on file icons, I opened the Adobe Reader from the Windows Explorer. On the first screen appeared the usual Adobe Licence & Terms that I had to ACCEPT. This screen NEVER showed up before after either upgrading to the Adobe Reader X or after reinstalling. After accepting the License and TERMS. this problem does NO longer reproduce.
    I have successfully opened fewer than 10 PDF files without the annoying error so far. I hope others will reproduce this "FIX" before claiming this was the root cause of the problem.
    Hopefully Adobe will display a more meaningfull error message for such a problem.

    You need to do what the message says... to launch an app in Mac OS you go to the Applications folder and find the Adobe Reader icon. Double click on it. If there is more than one, click on each in turn, accept any agreements, quit.
