16 GB Nano- How Many Songs Will It Hold

The box for the 16 GB says it will hold 4,000 songs. However, I have about 2400 songs in my library, and my current iPod 30GB says 17 GB is used. I would like to downsize to a Nano, but don't want to find out after I buy it that I have too many songs to load. I don't do video, but have a very small number of photos/addresses on it, so that won't be using up too much extra space.

Your 16GB Nano will have about 14.3 or so GB of usable space due to the way space is calculated by the OS vs. the manufacturers.
The 4,000 song estimate is based on using 128k formatting with an average song length of 4 minutes. If your songs are 256k you will only get 2,000 songs on your Nano, etc. So check the format and file size of your music.

    To see the exact size of your library, simply look at the status bar at the bottom.  If you don't have a status bar, enable by going to View > Show Status Bar.
    If you want to fit more on the iPod, use the capability to "Convert higher bit rate songs..." as shown below.  If you set this to 128, you can fit around 500 4-minute songs in 2GB.

A song imported at 256 kbps AAC, which is the format used in the iTunes Store, takes up about 8.2 megabytes for a four minute song. The 64GB iPod touch has an actual usable capacity of about 59.4 gigabytes, so you can do the math from there.
    Importing the CDs at a higher or lower bit rate (bit rate directly relates to quality; the higher the bit rate, all other things being equal, the higher the quality of the track) will reduce or increase the number of tracks you could put in your iPod. And of course the more apps, movies, videos, photos etc. you put in your iPod, the fewer songs you can put on it.

    This depends on the size of each song in your iTunes library that you want to transfer. Was all the music in your iTunes library purchased from the iTunes store? Have you purchased any iTunes plus songs which is encoded at a higher bit rate and takes up more space? If some of your music was imported into your iTunes library from a music CD, what did you use for the encoding with the import? Using MP3 for the encoding uses a little more storage space than AAC for the same song.
    Apple's XXX amount of songs that each iPod and iPhone can hold is based on one megabyte for each minute of music - a regular AAC encoded song that is 4 minutes in length is roughly 4MB in size.

    The iPhone can indeed be used as an iPod - there's an app for that, preinstalled, imaginatively named "iPod".

    It's probably because you have the import settings and bitrate set wrong. Look in iTunes under edit/preferences/importing. What does it say in settings and import using? You need to compress your music using either mp3 or aac. If you see AIFF, WAV or Apple Lossless then those formats are going to take way more space than mp3 or aac, especially the first 2 which are raw uncompressed formats. Bear in mind that Apple quotes the number of songs you are able to store on any iPod by using aac at 128kbps for a 4 minute song.
