16GB iPad tells me its capacity is only 5GB?

I recieved a brand new iPad today from an Apple reseller and I've just set it up. I tried to download a game but it told me there wasn't enough space, so I checked how much space was free in the General tab of the Settings app and it displays the capacity is 3.1GB and the available space is 2.4GB.
So I plugged it into iTunes and it says on the iPad summary it is a 5GB iPad.
I'm wondering if it's a problem with the iPad and I need to send it back or if it's something I can fix myself? Has anyone else had similar issues and how did they fix it?
And yes, I've turned it off and on again and also tried a hard reset.

My iPad 4 is one month old. It is 32 GB. As you can see it is very straight forward in reporting that it is 32 GB, there are no formulas involved.
I'm not sure what this 5 GB issue is, there is no such thing as a 5 GB iPad.

Buy a 4 gig flash drive and you'll find that the actual storage is like 3.7 gig. that's part of the issue, the way computer memory is measured and rounding (it's the same with everything)
And then like the other said, the operating system of the ipad takes up more space. I think my 32 gig Touch really has 27 gig and change in free space

That is perfectly normal. The storage capacity of the device as listed is TOTAL capacity. The preinstalled apps and the iPad OS account for the remainder of the space on the device,

From my Google Maps is that it stores the area you are looking at so you can go ack to them without having to re-download them. Thus, if you navigate around a lot you will be filling/using up part of the 256 mb system memory that the iPad has. Maybe OS4 will use part of storage (16, 32 or 64 GB) memory when multitasking.

Ok, I have deleted EVERYTHING off my 16gb ipad. Photos, music, apps. All I have are the standard apps. It says I have used 11gb and only have 1.6 left. When I first bought it I had up to 4 movies and lots of apps, no problems. What's going on please!?

That's because 1.000.000.000, are 1 million bytes, which isn't kilo (thousand)' mega (million), but giga (billion).
16 million bytes are thus sold as 16 GB. Every hardware producer does is.
However 1 Kilobyte actually not 1000 bytes, but 1024 bytes, Megabyte is actually 1024 kilobytes and 1 Gigabyte is 1024 Megabytes.
1024 Bytes /1.024 = 1 KB
1000 Bytes/1.024 = 0.976 KB
1000.000 Bytes/1.024/1.024 = 0.953 MB
1.000.000.000 Bytes/1.024/1.024/1.024 = 0,931 GB
16GB thus only is 14,9 GB on which the OS is installed first which leaves me with 13,8 GB useable.
It's just the way bytes are counted vs sold. Not a real problem though. An app you download for 500 MB is actually 524.000.000. You really did get 16.000.000.000 bytes and are allowed to use them all.

All models which are the same will have the same space available. However, depending on how you use it and any possible corrupted files, your own free space could vary. To get it back like all others, and to get rid of any possible corrupted files, you should reset your iPad back to its original factory condition. Then you can see how the empty space compares to all the others. But, be sure you do your backups, first.

I've never seen this issue, and I handle many iPads, of all versions. WiFi issues are generally local to the WiFi router - they are not all of the same quality, range, immunity to interference, etc. You have distance, building construction, and the biggie - interference.
At home, I use Apple routers, and have no issues with any of my WiFi enabled devices, computers, mobile devices, etc - even the lowly PeeCees. I have locations where I have Juniper Networks, as well as Aruba, and a few Netgears - all of them work as they should.
The cheaper routers, Linksys, D-Link, Seimens home units, and many other no name devices have caused issues of various kinds, and even connectivity.
I have no idea what Starbucks uses, but I always have a good connection, and I go there nearly every morning and get some work done, as well as play.
You could try changing channels, 2.4 to 5 Gigs, changing locations of the router. I have had to do all of these at one time or another over the many years that I have been a Network Engineer.

If bought directly from an Apple Retail store or Apple Online store, and is still within the 14 day return period Apple Offers you can take it back and get a full refund which you can then use towards buying the other version.
If its already past the 14 day period then you won't be able to return it for a refund no.
If you did not buy it from an Apple Retail store or Apple Online Store you will have to consult with the store you bought it from about their return policies.

If that is what you want, then you should be fine. You are answering your own question with that statement.
Dont forget that you can store unused content in iTunes on your computer or delete content and download much of it again for free when needed. If the iPad starts to get too filled up - dump some content into iTunes or delete it.
Sync it back or download it again when you need it. Just remember that if you delete apps that have documents and files that you want to keep, backup your iPad and transfer the files to your computer as well so that you can have access to them later.
Remeber this though, you cannot add storage to the device later. What you buy is what you get.

If you turned on Settings > iCloud > Find My iPad before it was stolen you can use the steps under "If Find My iPhone is enabled on your missing device" in the following link: If your iPhone, iPad, user iPod touch is lost or stolen - Apple Support
If you had not turned on Find My iPad before it was lost, there isn't a way to locate it. There are some suggestions in the "If Find My iPhone isn't enabled" section near the bottom regarding changing passwords and other steps.
