2.21 Your app is primarily a book and is therefore not appropriate for the App Store

Hello,
We developed a custom game engine app and put our first story via animated characters into it.
A fairy tale;user touch interaction functionality educational progressive reading game for kids age 5-9.
posted to be review 1st category as appstore>book and 2nd category(optional) as appstore>education.
in conclusion:
Our first app posted and rejected.that response issue is 2.21: as I understood; refers me to to delete app and post is as a pdf in ibookstore.am I right ? I suspect if I understand correct.
I believe reviewers didnt review enough.and referred to wrong section guideline.(is ibookstore)
it is not applicable to ibookstore because have touch user interaction to story characters and custom actions that is not degratable to an ibook.
simply its an educational app and we wantto distribute it in appstore>books or appstore>game>kids.
as I see in ibooks; they are books.
but our app is about reading book but everything is touch interaction in scenes, and story continues with user interaction plus many materials are animated.
My Question is this:
What do you prefer for me ?

no.we wont publish anywhere else except apple appstore>books section.
our custom game engine made and continuesly developing via IOS and products will be only for ios forever and only.
our first product reacts as a game except it doesnt kill any enemy and dont leech any points.
we wont focus to grab points and kill.we just want IOS native apps as an user interaction enabled books.
so its not possible to sell other platform something like kindle etc.
another my question is this :
we tracked many apps as books in appstore>books that have many abilities more than a simple book or a kindle can do.
this is what we focused.not just book kind.but also integrated educational sectionas are being under development.
thus:Question:
