Other than trying another sim, You can try calling your local apple care and give them the serial number.

You have to slide to unlock to bring up the keyboard if a passcode is set. If you can't slide then try the following:
- A reset. Nothing is lost
Reset iPod touch: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Restore from backup
- Restore to factory settings/new iPod.
If you still have the problem that indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order

If your phone is out of contract, then I would take that to mean that when you purchased the phone you purchased it with a contract? If this is correct, then you will have to contact your phone company to request that they unlocked your phone for you. Nobody else can do this. If this is the case and you did have a contract, then it does mean that your phone is locked.

Slide to unlock does not slide (repeat)

Hi, everyone. I actually raised this question a few nights ago, but then two respondents had some odd fight on the disussion board (about what I have no idea), and I never got a resolution.
Anyway, my slide to unlock does not slide. I have connected my Ipad to Itunes, and restored the factory settings an rebooted a few times. No luck. For what it is worth, the "slide to power off" does work.
Any theories on what I should do next?

I was one of the respondents and what I/we said is not totally uncommon on this site - I realize that our dialog was of no help to you and I apologize for that as well.
And I agree with the gentleman from Tampa. I don't think that there is anything more that you can do if you have restored the device to factory settings.
The only thing that I would add is that when you restored to factory settings - did you restore to a backup as well? If you did, then the backup may be corrupt and the problem could be in your backup. If you restored to factory settings and then tried the iPad - without adding any content at all - you should make an appointment with an Apple Genius and let them have a look.

Then there is no way to confirm that your phone was officially unlocked. Buying from a non-official source, especially an "open market", means you're at the mercy of the seller as to the accuracy of the phone's status. Based on postings here, most of these phones have been hacked. You'll find out for sure though if you update to 3.1.3.

Slide to Unlock Does not respond.

I have the new iPad. When I turn it off and then back on, the slide to unlock does not respond. However, when I do slide it and wait a little bit, it does unlock. Is there anything I can do to get the slide to unlock to respond?

I have the same problem as dberkovich and I too did resets, restores, reboot, etc. Still acts the same.

slide to unlock is frozen, lights do not move in the background,
wait 10-15 seconds, screen goes black
push home button and slide to unlock is working perfectly.
This occurs everytime after complete power off and then back on.
Took it to a Mac Store,(not Apple store) and representative said "We've never heard of this and it may be software and you should take it to an Apple store."
Fact: My nearest Apple store is about a 3 hour drive each way with even no traffic.

As Kilted Tom said, make sure that you speak with your previous provider. ATT will direct you to a website and have you enter in some information which will determine if you qualify for the unlocking status. After you complete that, you will need to restore your phone as new through iTunes. Make sure that you have a backup to iCloud in order to retrieve your content and data after you restore your device.

The info on the serial/model numbers is totally irelevant and does NOT tell you whether the iPhone is locked or otherwise
or call Apple care in your country and they MAY be able to tell you

No one here can tell you if the iPhone is unlocked, but it must be since I don't believe Apple sells the iPhone in Turkey. If they do, the iPhone is sold as carrier locked with Turkcell or as unlocked.
The iPhone is either officially unlocked or was hacked to be unlocked. If hacked to be unlocked, installing a firmware update or restoring the iPhone with iTunes if wanted or needed will re-lock the iPhone to the carrier the iPhone was sold as carrier locked with when new.

If after a restore the iPhone was activated with idea sim, in all probability it is FUL. As there are only two supported carriers in India, Airtel and Aircel.
From the support doc it would be evident that you bought a different iPhone model which is not marketed in India.
You may be able to get all services here except LTE which is locked to any one of the listed for the model and selling US carrier.
