5 User NetWare 6 NSBS User+Novell+610 not allocating

Question

28 Users on this network.
My assumption on the 5 User question is that its the +610 which needs
to be +600
but there is also the confusing bit of into in the 2nd section the 25
User where it says 25 used 0 installed and 25 Exceeded.
I have removed and reinstalled the licenses to no effect, so I am
looking for some hints for where to start troubleshooting (assuming the
+610 license is correct for this Server), or perhaps i'll be hunting
down an NSBS 5 user +600 license?

It has been a while since I used 6.0 SBS (currently on 6.5), but what
licenses do you have exactly? IIRC can you not mix regular and SBS 6.0
