531 Pending Downloads and can't start them.

Hi guys,
I recently had the support guys reset my account since I lost all of my data, to include backups.
I see in iTunes that there are 531 Available Downloads, but whenever I try to check for downloads to get them running I get his error:
'Unable to check for available downloads. The network connection was reset.
Make sure your network connection setting are correct and your network connection is active, then try again.
According to the Network Diagnostics test I cannot establish a secure connection to the iTunes store.
I can access the secure account info page though and I am having zero issues with other applications on this machine.
I have attempted this with the firewall both on and off. (Also verified that iTunes does have an exception.)
Flushed DNS.
Verified that TLS 1.0 and 3.0 were turned on.
Rebooted several times.
Still no dice. Anyone have any ideas?
Also, it seems that this problem just started today.

I should have mentioned, I'm running Windows 7 Home Premium 64-bit.
Weird, as I was trying to generate the log file from diagnostics to post it here, the secure link test passed. Unfortunately, this didn't last and now I'm back to the above-mentioned error.
