A few years ago I bought LR 3 last year I upgraded it to LR 4. The question I need answered is this: I had to buy a new computer and when I downloaded LR 4 I placed the serial number as requested, but it needs the SSN to LR 3. I don't have it and have it.

I cannot locate my earlier light room 3 serial number so how can I obtain it?

Lightroom 4 reads the Lightroom 3.0, 2.0, or 1.0 registration registry entry when it validates upgrade serial numbers. If you install an upgrade version of Lightroom 4 and it does not find a file for either Lightroom 3.0, 2.0, or 1.0, it prompts you to enter the previous version serial number.
This are plain text files which can be opened in Window's Notepad or it's equivalent in OS X.

I have used PCs for years, and still do at work. But, last year my wife bought me a 15" MBP with the anti-glare screen (I was getting ready to buy for myself). It took me all of 1 week to completely get used to the UI for OS-X, and now I really prefer it over the Win7 UI. I have no experience with Win8. Here are my thoughts:
1) You can get a good computer using either a Win8 machine or a Mac.
2) You will pay less for an equivalent PC. But not as much less as some would have you believe. You need to take into account the all aluminum body of the Mac (vs most PCs being plastic) and the size of the display. And, don't forget that there is a lot of bundled SW on the Mac that you will actually find useful and would have to purchase for the PC.
3) You can probably do everything you need on the PC platform with the right SW (you probably already know this since you are using one already).
That said, I think some things are easier on the Mac. For example, GarageBand is a standard part of the Mac SW installation. I got up and running recording directly from my bass into a track with a song imported from iTunes on another track in a snap. I only had to purchase a Jam adapter ($99) for the bass so I could come in over USB instead of using the audio in port (which did work, by the way). You can do the same on a PC, but you have to purchase the SW from somewhere. And, it probably isn't cheap.
I use VMware Fusion to run those Win programs I already owned because it was much less expensive to buy Fusion than to replace them.
I would not return to a PC for my own use, given a choice. But, I would be very careful about getting my wife a Mac without careful thought as she is not as tolerant of learning new things as I am.

You can certainly use your old account on any computer/device.
You cannot merge accounts.

Woops, big mistake not backing up, since you only get ONE download from the store; no more downloads will be coming to your new PC.
Do you at least have your purchases on an ipod? You could authroize the new PC, then do itunes menu > file > transfer purchases from ipod.

You might consider itunes match for moving CDs you've copied into your itunes library if you dont have a way to use home sharing.
iTunes match is an optional service offered by apple that costs about $25 a year. It scans your music library and if it finds music that is already in apple's itunes catalog it'll automatically "unlock"/"store" these in the cloud for you. You can use the AGO function to calculate the previous year figure.
This topic explains how to achieve it. the most important think here is that you must have a proper time dimension with a propoer chronological key.

Which file extension do those files get when you save them?
If they do not have a valid file extension for an image like .jpg or .png then try to rename the files and give them a .jpg file extension to see if that helps.<br />
If Windows is hiding the file extension then use quotes ("image.jpg") around the name.<br />
You can verify the file type via the right-click context menu > Properties.

Serial Number is valid but product cannot be idetified

I have installed Adobe X1 on my notebook
the message states that the serial number is valid but cannot locate the correct product
the drop down bix does not show Adobe X1
I cannot get the Adobe X1 to open
I also have the Adobe reader on the notebook - do i need to uninstall that program

You likely have the upgrade version and you need to provide the serial number for the qualifying upgrade product. For Acrobat, that goes back to AA 9. So you need 2 SNs for the installation, the old vesion SN and the SN for AA XI.
