A pop-up about iCloud back-up came up on my iPad and won't go away, help/solutions please?

iCloud does a back-up every two weeks on my iPad but my internet has stopped working the past two weeks, now that it is fixed this icon still will not go away. It says;
'iCloud Backup
This iPad hasn't been backed up in 2 weeks. Backups happen when this iPad is plugged in, locked, and connected to Wi-Fi'
with a button underneath saying OK. It won't let me click off it to do anything else. It won't even allow me to turn it off.
I have tried doing what it says but nothing changes. It has been two days now and still no change.
Can someone please help me solve this, thanks

The same problem happened on my iPhone but my home button is not working anymore. What else can I do to reset the phone as I can't use it if the pop up doesn't go away.
