A song is marked Purchased but I cannot download it nor can I buy it again

Before I write anything else, I want it to be known that I did contact Apple Support and they were not helpful in solving my problem - all they did was issue me iTunes credit for two songs, of which I still do not have.  I keep looking for the credit and it's not there.  Even if I did have the credit, it wouldn't do any good because I cannot purchase the song in question because it is marked as "Purchased"
So the issue.  Earlier this year, I bought the single "Hunting for Pearls" by iamamiwhoami.  Few months later, the pre-order for their album BLUE was available and I went ahead and pre-ordered it.  The song "Tap Your Glass" became available, if that's any help.  A few more tracks became available as they were released as singles.  November 10 was the album's release date.  The rest of the album became available, including the first single "Fountain" of which I had also bought as a single when it was released early this year.
The only track that did not download on any of my devices was "Hunting for Pearls".  I was not charged for this track, by the way.  As of today, I am unable to download this track.  It is marked as "Purchased" so I can't buy it again.  I cannot download it either because iTunes thinks that the single version is the album track.
I am going to delete the single from iTunes and see if that works. I deleted the single from iTunes, logged off, rebooted, and same thing.  I went ahead and redownloaded the stupid single.
Yeah, I know that I can just change the album artwork and the album name and whatnot, but those changes aren't saved in iCloud, so if I needed to download the album onto another device, I'd have the same problem.  I pre-ordered the WHOLE album, and I should have gotten the whole album and I should have been charged for the whole album.  At this point, I'd happily pay the extra $1.29 because I am clearly super anal, but it won't let me!

Downloading a pre-ordered item
When a pre-order item becomes available, you will receive an email letting you know your pre-order is available for download.
If you've enabled iTunes to automatically download prepurchased content, then your pre-order content may already be downloaded to your library. If not, simply click the download link provided within your email notification, and your pre-order content will begin to download. Alternatively you can use the "Check for Available Downloads" feature in iTunes on your computer by choosing Store > Check for Available Downloads to begin downloading your pre-order.
