A78m-e35 cpu ratio

Question

Hello, I'm wondering in the bios of the a78m-e35 what the cpu ratio is suppose to set at, i have a10-770k CPU and in the bios it says 3600/3700/3800. i could have sworn it said 3400/3600/3800 and when in windows the CPU software says it's at 3692.5, shouldn't it throttle at 3400? yes power option is set to high performance and balanced throttles down to 1800. i have run monitor software before and could have sworn it throttled at 3400 ratio. also ratio can not be altered in bios. Turbo frequency   3800 MHz (it will slowly alter its own Multiplier till it reaches this but may be lower under load if its not high enougth!)
Question then why is my Frequency always at 3692.5 (typical use without anything intensive)
            And Turbo frequency at 3692.5 always. hits the the 3792.3 mhz sometimes but rarely. i guess that's what i'm asking is why it never hovers around 3400 MHz    (typical use without anything intensive)?
