Abnormally stopped systems service/ Peer networking group

Question

Performance monitor flagged Abnormally stopped system services.  3 items
1 peer networking grouping
2 pnrp machine name publication service
3 peer name resolution protocol
My computer has a slow internet connection and occasional timing out issues.
Comcast broadband service reports no connection issues on their end.
I am running windows 7 home edition
running a netgear router ac3200
modem arris sb6141
computer hooked up to router by ethernet cable.

I understand that you are having issues with your internet connection. I am providing you with an HP Support document: Troubleshooting your wireless network and Internet connection (Windows 7), which has been designed to address issues with wireless and internet connections on HP computer. I recommend that you review the document and apply any steps suggested.
If you are still having issues with you internet after following this document I would ensure that you talk to your internet provider and ensure that everything on their end is working correctly.
