About decode statement

hi Gurus
can anybody tell me how to convert following if condition into decode
also i put my isnumber funtion.

we want to use this function in Sqlloader and I am not sure whether case will work in Sqlloader.It works fine. Did you test it and get an error? I'm using 10.2.0.4 (database and client).
