About half the time I try to purchase an in app purchase it says contact itunes support to complete this transaction

Most of the time I don't have a  problem but this past week it's done it constantly then I go later and it will work, or I make the purchase for a lesser amount and it will go through maybe. I make a lot of 99.99 dollar purchases and have no problem most of the time so it isn't an issue with the amount, besides a credit card there's a few hundred dollars in itunes cards in the coount also. So it isn't a money problem(like the credit card being turned down). But there is no where I can find to fix this. Any suggestions would be greatly appreciated!
