About R12.1.3 CHS language patch

Question

Hi experts,
My testing EBS env is R12.1.3, which is upgraded from 12.1.1. I'd like to apply
CHS(Chinese) language pack, but can't find a safe and clear way to achieve this.
In my own perspective, applying a language pack is a big task and problems might
occur during that process. So i wanna ask if there is corresponding offical document
about this patching, please advise.
