Accidentally created two iTunes accounts

My brother accidentally created two apple IDs/iTunes accounts one for his phone one for his iPad. So he gets billed twice when he downloads the same app on both devices. Can he combine the accounts?

Ok, that's what says everywhere.
Now, the reason why some of Us have two accounts under the same email (no way to do it on purpose because youru email address is checked against existent ones on sign up) is because we've been told to use our emails instead of the iD, to get some things working properly. e.g. .mac user with expired product or free .mac user id owner who never purchased a subscription (as I did: no .mac email account)
…and… in my case it seems the purchase history stayed with the ID.
Probably it's correct under iTunes policies because technically, the user ID IS different.
What should We do?
a) To keep logging in with the .mac account and getting some issues with FaceTime or other because user ID and email don't match.
b) Using the email address as login and losing the purchase history?

    Expired .mac accounts HAVE NO EMAIL. You own the id (which iTunes requests to be spelled in form of an email)
    Also, FREE .mac accounts have no email either.
    What you see in the screenshots is what I'm saying:
    There's been a change in the way iTunes wants you to login. The iTunes reps see at their end what you see at the top of the window, which probably is the "migration" of the new login: Old login system, using ID (in form of email for iTunes)
    BELOW you clearly see where says "ID" and both have the email as login.
    (again, that .mac email doesn't exist and NEVER DID)
    That's the NEW login: your EMAIL.
    I'm sorry I didn't explain it better the first time. I wrote about this so many times to iTunes support reps to prevent them to "read" what their system says that I gave it for settled. (not to mention that my first post was removed because "it lacks of interest for others"
    I own an apple ID, given away with the purchase of a new computer (nothing small by the way) and when that happens (and never subscribe for a paid membership), you use ANOTHER email to be related to your account.
    Now that AGAIN apple asks you for using your EMAIL (non-apple in our case) instead of your ID (which you can't use or you will never get a notification again!) the system believes there are two accounts.
    It's like your credit card bank changing the address for sending the payments. You are STILL paying, but getting a higher rate because their CHANGED the address and the check never arrives.
    In this case, signing in with a different string, makes the system believe there are two accounts. And that probably is under the policy which probably states purchases are not charged twice for SAME ID, and SAME iPhone… and you used a different ID, so it must be fair (sarcasm). Who told you to do so? Bad boy!

    You would have to sign out of the store with that AppleID and sign in with the alternate AppleID.
    Settings -> iTunes & App Stores -> tap the Apple ID showing, logout, then login.
    Beware thought that you can only change a device's AppleID association once every 90 days.

    So if you do this, you will not be able to use the other AppleID on that device for 90 days.

    How to set up 2 itunes accounts on the same pc.Do they have to share music,photos etc or do they get separate folders for each account.
    They both have ipads but use a windows pc but dont want to share the same music etc.

    i would say the easiest way to get your library seperated is have seperate user accounts for the computer
    (its the screen where you choose a user after your computer boots up)
    you can create a new account but doing the following
    Windows 7 or vista
    Windows XP
    once you log in to each user account the info will be different (different library,documents,etc) depending on who is logged in

    I'm moving in with my girlfriend. She has her own iTunes library on her computer. I have downloaded all my music and applications from my iTunes library on my computer to my iPhone. I want to be able to download all music and applications on my iPhone onto my girlfriend's computer while keeping it separate from her music, apps, etc. This way, we hope to be able to manage her iPod and my iPhone from the same computer without worrying that iTunes will sync my music onto her iPod or that my apps won't get deleted by getting synced with her account.
    Is it possible to do this? If so, how? Perhaps this is a dumb question whose answer is right in front of me. But as yet I have been unable to figure out if/how using the online iTunes tutorials. Any help anyone can provide would be appreciated.

    As long as you computer is authorized for that iTunes account, the songs will work with iTunes Match. The user does not need to be logged in on that computer.
    Husband's computer and husband's iTunes account signed in.
    Songs from wife's iTunes account on computer and computer authorized for wife's account. Songs from both will work with iTunes Match.

    You can merge the two libraries but not the accounts. Each account is a separte entity.
    You are likely best to use the older account as that is where a bulk of the purchases are from. If the file is a unprotected purchase then it doesn't matter. If the content is DRM encoded then you will need to authorize your computer to both accounts as needed. All new music purchases are DRM free but video is still DRM encoded.
    There is no reason to create a new iTunes or Mac App Store account if you get a new computer.

    You do not merge libraries.
    iDevices sync to one and only one computer.
    If you want a single library, you manually move the content from one library to another... all content will still be associated with the Apple ID it was acquired with.

    No, not at the same time. You can use two different Apple ID/iTunes accounts on one iPad, but it is not advisable since you can lock yourself out of one of the ID's for 90 days if you download previously purchased content using the second ID.
