Account balance £0.38 ! Unable to change stores !

I left England last month . I want to change my store back to Singapore . But my account balance was £0.38 . It doesn't allowed me to. Change unless I finish it . How am I able to spend £0.38? This is ridiculous

From your post I see that you're unable to change the country of the iTunes Store due to having a gift balance. In this situation your options are to either add a credit card to your account if one doesn't exist already and then purchase something, or you can contact iTunes Store support.
Store credit balance
You must spend your balance before you can change stores.
If your store credit is less than the cost of a single item on the iTunes Store, App Store, iBooks Store, or Mac App Store, you can add a credit card to your account. When you buy an item, you will use the remaining store credit and charge the remainder of the purchase to your credit card.
If you don't have a credit card, contact iTunes Store support.

I downloaded i-tunes 8.1 and all I get is announcement for Cloud 10.1, although I can bring up my account, etc. Am unable to access store. I cannot use cloud because my i-mac and mac pro laptop are both G 3. The laptop is intel, the i-mac is not.

downloaded IOS8 to my Iphone and now it is logged to my old Icloud account. I am unable to change it to my actual account because I need my password to sign out of the old one. I no longer have access to the email on my old account . Can somebody help? the answer to my problem right here thanks to Ironboots
I went to Facetime settings and provided my current Apple Id and password then went to Icloud settings and used my current password on the old account email and it accepted it. Then proceeded to delete old account and then logged in using new account. The same password worked in both accounts. Problem solved, no more annoying pop ups urging me to log in to icloud while using my iphone.
